Fixes #27997.

With automatic defaults on two connected environments, Settings could show Astra / Medium from one environment even though the other resolved to Claude. Changing effort then failed because Astra was unavailable on the second environment. Two saved null selections were incorrectly treated as one effective default.

Change

Compare both saved selections and the model each environment actually resolves. Show Automatic (mixed) when automatic defaults differ, with guidance to select one environment or choose a shared model. Show effort controls only when the displayed selection is consistent and available across the selected environments.

The existing model picker and write validation remain in place: opening the picker changes nothing, unavailable choices remain disabled, and selecting a compatible model explicitly applies it to the selected environments.

Scope and approval

This is a small, focused correction of an existing settings display/edit inconsistency, reproduced with two real local server environments. No maintainer approval is claimed. It changes neither provider defaults nor cross-provider fallback. Service/onboarding behavior is outside scope.

#16444 and the still-open #22193 concern substitution of a saved unavailable provider; that separate behavior is not addressed here.

Verification

• Added the regression in the existing model-selection suite first: the Codex/Claude automatic-default case failed with expected false to be true, then passed after the fix. Coverage also includes environment order, matching defaults, unavailable catalogs, model preferences, and saved selections/options.
• vp test run apps/web/src/modelSelection.test.ts apps/web/src/components/settings/scopedSettings.test.ts apps/web/src/providerInstances.test.ts: 85 tests passed.
• vp run check:changed: format, lint, knip, affected typechecks, adjacent tests, and React compiler checks passed. Commit hooks and git diff --check passed.
• Integrated client pass in the built-in Browser panel against isolated development state: one environment with Codex + Claude and another with Claude only. Reproduced the old rejected Extra High edit. Verified the mixed state, disabled Codex choices, individual-environment effort changes, a shared Claude model/effort saved to both environments, and reset back to automatic.
• Checked Threads and Projects settings, including the changed row at 390px width. Independent code-review subagent found no actionable issues.
• Desktop shares this web row; the native shell, actual multi-machine/relay/tunnel transport, and other provider runtimes were not exercised. Mobile has no equivalent editor. Full suites/builds are left to CI.

After: the row shows Automatic (mixed), explains how to edit effort, and hides the invalid effort control.

verified the unchanged head de28d11843243f9080c9f73a0f5336fcf2ed756d on this linux boat vm. used repository Playwright with /usr/bin/google-chrome, real dev servers, app-created project/provider settings, and real Codex gpt-6.1-sol turns. ran only one dev server at a time.
