fix(server): review guide stops no longer show the same lines twice - #23725
A review guide stop can show the same lines twice. Before storing a guide, the server merges excerpts in a stop that overlap or touch. mergeExcerpts folds each excerpt into the first earlier excerpt it touches and never looks again. So when the model cites two separate ranges of a file and then a third that spans both, the first range grows to reach the second, but both blocks stay. The shared lines render in both.
To reproduce, write a guide whose stop cites src/report.ts lines 8-14, then 16-20, then 13-17. Main stores 8-17 and 16-20, so lines 16 and 17 appear in two blocks. Expected: one excerpt, 8-20.
Change
mergeExcerpts now collects every earlier excerpt the new one touches, folds them all into the first, and drops the others. One pass is enough: excerpts already in the list never touch each other, so anything the merged range reaches was touching the new excerpt. The merged excerpt keeps the first one's place in the stop and the first non-empty caption, as before. Merged ranges retain the original 25-line clamp. Notes outside the remaining excerpts are removed by the existing normalization policy.
Scope and approval
There's no issue for this. It qualifies as a small fix for an obvious bug: the function exists to merge overlapping excerpts, and this input order left an overlap behind. Stops without a bridging excerpt store the same result as before.
pnpm exec vp test run src/pullRequest/pullRequestReviewGuideNormalize.test.ts: the new test fails on main (1 failed, 7 passed) and passes on this branch (8 passed).
pnpm exec vp test run src/pullRequest/: 6 files, 110 tests passed.
pnpm exec tsc --noEmit: exit 0.
From the repo root, pnpm exec vp lint --report-unused-disable-directives and pnpm exec vp fmt --check on both changed files: 0 warnings, 0 errors, formatting clean.
Real app: web on Linux, production builds of main and this branch (vp build for apps/web, vp pack for apps/server), each with its own fresh state. A local Forgejo 17 PR adds 19 lines to src/report.ts. The project's review guide instructions asked for one stop with exactly three excerpts: 8-14, 16-20, then 13-17. On each build I opened the PR, clicked Guide, then Write guide. Claude Sonnet 5.5 wrote both guides. Main stored excerpts 8-17 and 16-20. This branch stored one excerpt, 8-20.
The new test fails on main and passes on this branch.
Main: the stop shows two blocks for src/report.ts. Lines 16 and 17 appear in both.
This branch: the stop shows one block, lines 8-20.

current takeover verification
Merge review requested preserving group merging while restoring the original final map and 25-line clamp. The existing wide-range assertion now checks one excerpt at lines 1-25 and removal of the note at line 40. Main was merged with a merge commit; no conflicts.
Blacksmith: the revised clamp case failed against chunking, then all 9 normalizer tests and all 8 review-guide service tests passed after restoring the clamp. Final check:changed and CI results are recorded in the takeover comment. Two independent source reviewers approved dc3e13e.
Current head has not been exercised through a live provider and browser. Earlier screenshots and app runs above document the original bridge fix, not this final clamp follow-up.

mergeExcerpts folded each excerpt into the first earlier excerpt it
touched and never looked again. When a later excerpt spanned two earlier
ones, the first grew to reach the second but both stayed, so the stop
showed the shared lines twice. Fold every touching excerpt into the
first one instead.

Macroscope's review found this PR approvable — This is a focused server bug fix that consolidates bridged review-guide excerpts so overlapping lines are not rendered twice. The production change is localized and accompanied by a targeted regression test, with no schema, configuration, security, or deployment impact.

Walkthrough
The excerpt normalizer now merges all matching overlapping or adjacent excerpts, rather than merging only the first match. It preserves the first available caption. Tests cover bridged excerpts and a broader normalized result.
mergeExcerpts combines all matching overlapping or adjacent ranges and preserves the first available caption. Tests cover a bridging excerpt and normalization that clips the merged result and removes an outside note.

verified on linux with the real dev web client, repository Playwright, /usr/bin/google-chrome, and Codex gpt-6.1-sol. main was checked out at 32ecd71 in a separate worktree and stopped before starting the exact pr head. projects, threads, provider turns, review-guide settings, and guide generation were created through the app. no mocks, fixtures, or demo data.

blacksmith: vp run check:changed HEAD passed format, lint, knip, graphql validation, typechecks, and all 8 normalizer tests. HEAD was the original-pr snapshot; both changed files were covered. current github checks pass, with inapplicable jobs skipped. two independent reviewers approved dc795e9.
macos/windows, the electron shell, native ios/android clients, remote/relay/tunnel connections, and other providers were not exercised on this linux vm. model-generated ranges were requested explicitly through review-guide instructions to make the bridge reproducible; spontaneous bridge selection was not tested. the wide-range regression before the fix was proved by the focused failing case; the final wide-range result was exercised through the real provider and client.
restored the original final map and 25-line clamp, as requested by merge review, while keeping the group merge that removes bridged duplicates. the existing wide case now asserts one excerpt at lines 1-25 and no note at line 40. retaining tail chunks would expand the requested behavior, so the earlier coverage finding is declined under this scope. this supersedes the earlier takeover comment about keeping wide tails.

Preserve every range removed by the merge.
If an excerpt bridges ranges 1–25 and 30–45, this flatMap removes both earlier excerpts. The final 25-line cap returns only 1–25. Lines 30–45 and a note at line 40 then disappear from the guide. Split the combined range into excerpts of at most 25 lines before returning it. A previous review flagged this defect; the supplied revision still contains it.

Split merged excerpts into 25-line blocks instead of truncating them.
mergeExcerpts folds a bridging excerpt and its group into one range. The final map then caps each range at 25 lines. Lines past the first 25, and notes on them, are dropped. For the fixture 1–25, 30–45, 24–32, the output is 1–25 only, and tailNote at line 40 is removed. The test at lines 193–194 asserts this loss.
