fix(web): threads on an unreachable environment no longer hide in the Working shelf - #26195
With the web/desktop sidebar's Working shelf on, a thread whose environment has stopped answering keeps the running state it had when the connection dropped. It stays folded into the collapsed Working shelf indefinitely, so a broken thread is hidden behind a section the user has no reason to open.
Repro: turn on the Working shelf and collapse it, start a turn on a remote environment, then make that host unreachable (power it off, or block its port). The thread stays in the collapsed shelf for as long as the host is down.
Change
partitionSidebarThreads (in Sidebar.tsx) leaves a thread out of the Working shelf when its environment is disconnected, so the thread is listed in the inbox where it can be seen. Once the environment reconnects and reports the thread running, it goes back into the shelf. Pinned, snoozed and settled threads keep their sections.
An environment counts as disconnected past a first connection attempt (reconnecting, offline, error, unsupported, available), the same rule mobile uses (threadRouteIsHydrating, and isThreadListV2EnvironmentDisconnected from #26008). A first connecting attempt keeps the cached state, so a cold start doesn't move every running thread out of the shelf and back. The rule lives in isSidebarEnvironmentDisconnected in Sidebar.logic.ts. useSidebarThreads builds the set of disconnected environment IDs from the existing environmentSummaries.environmentsAtom (exposed through a new useEnvironmentConnectionSummaries hook), whose identity only changes when a connection summary changes.
Scope and approval
This is a small, focused fix for an obvious bug: a collapsed shelf hides a thread whose state is unknown. It is the web counterpart of #26008, which made the same placement change on mobile, and relates to #25449.
It complements #25471, which relabels stale Working rows as Reconnecting/Offline on web and mobile and deliberately keeps shelf placement. This PR changes placement only, not labels or timers, and is independent of it: either can land first. I checked with git merge-tree against #25471's head: this diff adds no conflicts. The only conflict (the first import line of Sidebar.logic.ts) already exists between main and #25471.
Web only (desktop wraps web). No contracts or server changes.
Verification
New table test in Sidebar.logic.test.ts covering every connection phase in isSidebarEnvironmentDisconnected. It fails on main (7/7, the function doesn't exist there) and passes with this change. The shelf placement itself is decided inside Sidebar.tsx's partitionSidebarThreads, which no unit test covers, so there's no placement-level test like the mobile one.
vp run check:changed: format, lint, knip and typecheck passed. The two node test files passed (112 tests). The two browser test files it selected couldn't launch because Playwright's Chromium isn't installed on this host. Neither covers this change.
Not yet checked in the app: there's no before/after capture yet for the web change.

… Working shelf
Past a first connection attempt an environment is not answering, so its
threads keep a stale running state. The sidebar now lists them in the inbox
instead of folding them into the Working shelf until the environment
reconnects. Pinned threads stay pinned. Mirrors the mobile fix in pingdotgg#26008.

Macroscope's review found this PR approvable — Threads on unavailable environments now remain in the active sidebar list rather than disappearing inside the Working shelf. The change is limited to presentation and preserves existing shelf preferences and stored thread state.

The sidebar now uses environment connection summaries when partitioning threads. When the Working shelf is enabled, threads from disconnected environments go to Active instead of Working, even if cached run state indicates work.

A new hook reads environment connection summaries. A predicate classifies connected and connecting as not disconnected, and tests cover the listed connection phases.
The sidebar derives disconnected environment IDs and passes them to thread partitioning. When the Working shelf is enabled, threads from those environments go to Active; other environments retain the existing working-state check.
pingdotgg/t3code#25449 — The issue reports cached thread rows staying in Working while an environment reconnects. This change addresses shelf placement, but does not change labels or timers.

Cover the actual partition behavior.
This table checks only isSidebarEnvironmentDisconnected; it does not exercise partitionSidebarThreads. A regression that stops passing or applying disconnectedEnvironmentIds would still pass while stale-running threads remain in Working. Add a test that asserts disconnected threads move to Active and return to Working after a connected running update. (raw.githubusercontent.com)
