fix(web): adding to the composer no longer drops earlier findings and selections - #24990
Sending more than one pull request finding or diff selection to the composer lost the earlier ones. Each new "Add to agent" or "Fix finding" replaced the draft's text, or, if you'd typed a line break, dropped the previous chip and kept only the new one. Reproduction is in #24960.
Change
Handoffs now append. Lines the draft doesn't already contain go after what's there, and chips merge by id, with the newer copy winning. Sending the same handoff twice changes nothing, and the pull request preamble isn't repeated for a second finding.
The panel and usePullRequestActions share one writeHandoffToComposer instead of each keeping its own copy.
Selection and finding chips from a pull request show its number (#24945 ElectronMenu.ts L78), so comments on the same file in two pull requests can be told apart. Chips from a thread's own diff are unchanged.
The pull request context and guide-stop chips are keyed by URL instead of number, so two repositories with the same pull request number no longer overwrite each other's context.
Known limit: an identical line is only added once. Asking "why?" on two selections shows the question once, followed by both chips.
Scope and approval
Fixes#24960, which has no maintainer reply yet. Handoffs have replaced the draft since #4849; if that is still intended, I'm happy to adjust or close this.
Verification
pullRequestDetail.logic.test.ts: new cases for keeping earlier findings and selections, typed text, newer chip copies, repeated handoffs, the shared preamble, and two repositories sharing a pull request number. composerContextRecords.test.ts: the chip label names its pull request.
293 tests pass across the pull request panel, composer context and draft store; lint, format and typecheck are clean on the changed files.
I couldn't run the pull request panel browser tests locally: Playwright has no headless Chromium for Ubuntu 26.04.

Maintainer follow-up
Merged main (one import conflict in usePullRequestActions.ts).
A fix and an Ask about the same PR in one draft no longer leave the agent a chip saying "Do not change any code": the pull request chip without answer-only instructions now wins in either order (Fix then Ask was the uncovered case). The existing Ask-then-Fix test now covers both orders.
A single-finding Fix prompt no longer repeats the title, URL and branches the attached PR chip carries; it keeps the checkout and untrusted-data lines.
…ones
Each PR panel handoff replaced the previous one: chips with a
`pull-request-` id were stripped and the last handoff's text was cut
off the prompt. Handoffs now append their text and any chips not
already in the draft.

A handoff now appends only lines the draft lacks, so repeating one or
adding a second finding does not copy the pull request preamble again.
A chip already in the draft takes the newer copy. Both composer writes
share one helper.

Macroscope's review found this PR approvable — This is a focused web bug fix that preserves earlier pull-request findings and selections in the composer while consolidating the existing handoff paths. The production impact is limited to pull-request composer composition and chip labeling/identity, with targeted tests covering the changed behavior.

Pull request handoffs now append distinct prompt text and merge review-comment contexts by ID. Finding handoffs include pull-request context. Pull request context IDs use URLs, and review-comment labels include the pull request number when available.

Layer / File(s)
Summary
Append handoffs and identify pull requests apps/web/src/components/pullRequest/pullRequestDetail.logic.ts, apps/web/src/components/pullRequest/pullRequestDetail.logic.test.ts
appendHandoff appends nonduplicate prompt text and merges review-comment contexts by ID. Finding handoffs include pull-request context, and pull-request context and guide-stop IDs use URLs. Tests cover prompt and chip retention, duplicate handling, and same-number pull requests with different URLs.
Write handoffs to the composer apps/web/src/components/pullRequest/usePullRequestActions.ts, apps/web/src/components/pullRequest/PullRequestDetailPanel.tsx, apps/web/src/components/chat/ThreadDetailsPrRow.tsx
writeHandoffToComposer combines existing draft content with a handoff. The pull request panel uses it for thread, ask, and handoff actions. Finding handoff builders receive pull-request state and draft status.
Fix handoffs no longer retain the Ask instruction not to change code. No actionable merge-blocking risk remains in the reviewed change.

Full details: Linked Issues check
Explanation
[#24960] The shared composer writer preserves earlier chips and merges pull-request context by URL. Tests cover multiple findings, selections, typed text, and Ask/Fix ordering. However, appendHandoff identifies repeats from prompt text alone. Two different selections with the same comment, such as Why?, retain both chips but add the comment only once. The issue requires each add to append its text and chips.
Resolution
Distinguish repeated handoffs from different selections that have identical text. Preserve each selection's comment while keeping a repeated handoff idempotent. Add an automated test for this case.

- Around line 837-841: Update the incoming-line filtering in appendHandoff to
deduplicate only generic preamble lines; preserve quoted entries and section
headers even when they already appear in the draft. Skip appending only when
every non-blank incoming line is already present, so an identical handoff
remains a no-op.
- Around line 1030-1037: Update appendHandoff to replace legacy numeric-key
pull-request contexts with incoming contexts matched by pullRequest.url, while
retaining the existing same-ID replacement behavior. Exclude incoming contexts
already used as replacements from the appended entries so a repeat handoff
produces one chip; preserve URL-based matching to distinguish repositories that
share a pull-request number.

Two "Fix findings" handoffs for different pull requests could share a
quoted check or remark, and the line dedupe dropped it from the second.
Quotes and their headers are now always kept; a handoff whose every line
is already present is still a no-op.

thanks @TonybynMp4. i kept your commits, shared composer writer, chip merging, url identities, and pr labels, and merged main into this branch. the takeover is at 8a2e43c988d86be6eb27ec4ca9aee4e92222d003.
replaced line deduplication with whole-block comparison. distinct multiline requests keep their shared and reordered lines; repeating a complete block leaves it unchanged, including trailing-space cases. distinct findings can repeat their preamble. fixed the bot finding too: single and all-findings handoffs replace stale ask-only instructions with neutral pr context. the thread-details checks action uses the same path.
verification:
reproduced main dropping the first selection chip in system chrome through the real git.cafe pr panel.
reproduced failing regressions for multiline text, trailing-space repeats, and ask-to-fix instructions before each correction, in the existing test file.
blacksmith vp run check:changed passed format, lint, both knip checks, web/scripts typechecks, and 93 tests, including the existing thread-details browser tests. the earlier focused draft-store pass covered 160 tests.
real app: two selections retain both requests and chips; repeated additions stay unchanged; ask followed by single/all findings leaves one pr context without the old "do not change any code" instruction and retains the selections.
uploaded recording playback and seeking verified. desktop, native mobile, tunnel connections, and sending a provider turn remain unverified.
@TonybynMp4: retained your documented legacy-draft limit: an old number-keyed pr context can leave an extra removable chip. no migration was added for that nonblocking case.

nearby behavior: repeating a selection or single/all-findings handoff leaves the draft unchanged; typed text survives two distinct finding handoffs; ask followed by single/all findings replaces the ask-only instructions with one neutral pr context. clearing the composer and adding one selection leaves only that selection. both selections survived a browser reload.

native desktop shells, ios/android, macos/windows, remote/tunnel connections, and other providers were not exercised on this linux vm. same-number cross-repository contexts and guide-stop handoffs were covered only by existing focused tests, not a real multi-repository flow. the server's automatic project selection used its default server workspace, which is inside this real git checkout; no code-editing provider turn was requested. no mergeability claim against today's moving main.
…thout ask-only instructions
Fix-then-Ask let the Ask's answer-only chip replace the fix's, telling the
agent not to change code under a fix request. The instruction-free copy now
wins in either order. The single-finding prompt no longer repeats the title,
URL and branches the attached chip already carries.
