fix(web): skip image inline chip when composer is empty

cmd-shift-v (ctrl-shift-v on other platforms) now keeps pasted images on the attachment shelf without inserting an inline chip, even when the composer contains prose. regular paste keeps the existing behavior.

verified this update on blacksmith: web typecheck passed, targeted lint reported 0 errors, and 24 existing paste/context tests passed. the shortcut interaction and new video evidence remain unverified because this environment has no preview automation host. existing media below covers the earlier empty-composer change.

pasting an image into an empty composer inserted an inline chip next to the shelf thumbnail, leaving a chip with no surrounding prose. pasted images now skip the chip when the composer holds no text and keep the existing chip behavior once prose is present.

verified with playwright against local dev: empty paste yields 1 thumbnail and no chip text, text paste yields the chip. typecheck shows no errors, lint shows 0 errors, composerContextReferences unit tests pass (10/10).
