Problem

Nothing under docs/ covers secret providers, secret references, or how agents ask the user for a secret.

Change

Adds docs/user/secrets.md and links it from docs/README.md: what a secret provider is and what 1Password needs, adding one, picking a reference on credential fields, what happens when a secret can't be read, removing a provider, and secret request cards. It notes the Secrets page is in preview.

It describes behaviour from the companion PRs as shipped (an unreadable saved credential never falls back to another login; removing a provider lists and clears its fields; a secret request can be answered with a reference, https://git.cafe/pingdotgg/t3code/pulls/31670), so it should land after https://git.cafe/pingdotgg/t3code/pulls/31646, https://git.cafe/pingdotgg/t3code/pulls/31651, https://git.cafe/pingdotgg/t3code/pulls/31652 and https://git.cafe/pingdotgg/t3code/pulls/31670.

Add a "Scope and approval" section. Link the triaged issue or the discussion
with explicit maintainer approval, including the approval comment. If no prior
issue or discussion exists, explain why this documentation-only change qualifies
without one. Consider also stating what the Verification section checked for the
new docs, such as whether the links and the described behavior were reviewed
against the companion PRs. The Verification section passes the check command but
does not describe a focused manual check of the documentation content.
