test(web): allow cold timeline imports on CI

The timeline test suite times out during its first component import on hosted macOS Intel workers, before any assertions run. The same 30-second setup-hook timeout occurred on both attempts of this CI run, skipping all 83 timeline tests while the other 463 web test files passed.

Give only this import hook a finite two-minute budget for cold transformation of the chat dependency graph. Individual test timeouts and assertions remain unchanged.

Validation: all 83 timeline tests passed using vp test run src/components/chat/MessagesTimeline.test.tsx --maxWorkers=1 --maxConcurrency=1 from apps/web; targeted formatting and lint passed with two existing warnings. The full Intel gate with this change still needs to run.
