fix(web): attachments on an open question are visible again

Problem

Since the orchestrator V2 merge (#2829), the composer's image and video strip is hidden while a provider question is open. An image dropped onto the question is still staged in the question's draft and still counted toward the answer, and the attach button is still offered, but no tile appears until the answer has been sent. #9871 had removed exactly this gate when it added question attachments.

Change

Removes the pendingUserInputs.length === 0 condition that the V2 merge reintroduced on the strip. The adjacent strip for a queued message's attachments keeps its own copy of the condition, since editing a queued message and answering a question are separate states. One line, web and desktop.

Scope and approval

A very small, focused fix for an obvious regression, submitted without a prior issue under the exception in CONTRIBUTING. The intended behavior is established by #9871 ("attach files to question answers"), which shows question attachments in this strip; the V2 merge resolved that line back to its pre-#9871 form. No product behavior is chosen here, only the one #9871 shipped is restored.

Verification

• vp lint, vp fmt --check and vp run --filter @t3tools/web typecheck on the touched file: clean, same warnings as main.
• Dev desktop app (vp run dev:desktop) on a fresh state with a throwaway project, a Claude thread with an AskUserQuestion card open, a PNG dropped onto the chat while the question was open:
  • Before (upstream's code): no tile appeared. The question's draft held dropped-image.png (checked in the persisted composer draft store), and the image went out with the answer, which Claude then described.
  • After (this branch): the same drop shows the tile under the question card.
• The drop was dispatched as a DragEvent carrying the file into the renderer, since the app was driven over the DevTools protocol; it goes through the same chat-canvas onDrop handler as a pointer drop.
• Not checked: mobile, which has its own question attachment view and is unaffected.

Hit this on T3 Code Nightly 0.0.46-nightly.20261007.2774 (macOS, Apple silicon) with a Claude question card open.

Dragging a screenshot onto the card shows the drop highlight, but nothing appears under the question, so it looks like the drop failed. Using the Attach files button, the file did reach the agent. That matches what this PR describes: the drop is staged, but its tile stays hidden while a question is open.

Would love to see this merged. Dragging a screenshot into an answer is the quickest way to show the agent what I mean, and right now there's no sign it worked.
