fix(mobile): skip unsupported shared settings targets

What Changed

• Use one capability-aware predicate for shared-settings reference selection, ordinary fan-out, and mismatch detection on mobile.
• Exclude connected legacy servers that do not advertise threadAutoSettlement from the existing Apply to all action.
• Cover connected-capable, connected-legacy, and disconnected states with a focused regression test.

Why

Mobile already required threadAutoSettlement when choosing the reference server and normal write targets. Mismatch detection checked only the transport state, so a connected older server could appear under Settings differ and receive a patch it cannot fully support.

The web client already uses the capability as the version-skew signal. This change brings mobile in line without changing settings defaults, contracts, server behavior, or supported-server behavior.

UI Changes

No layout, copy, or motion changes. In a mixed-version setup, an unsupported legacy server no longer appears as a shared-settings sync target.
