refactor: Effect.try calls map failures to typed errors - #31217
Effect.try / Effect.tryPromise without a catch fail with the generic UnknownError, so callers can't tell failures apart and the error channel says nothing. There were 104 such calls in 59 files.
This turns on the effectTryWithoutCatch Effect diagnostic as an error and fixes every hit:
Real failures get a catch that maps to a Schema.TaggedError. Where the module already had a fitting error, it's reused (TextGenerationError, ClaudeAgentSdkQueryRunnerError, V2DatabaseImportError, RotatingFileSinkError, AntigravityInstallationError, CursorAgentSdkRunnerError, AgentAwarenessOperationError, DesktopSnapShotError, and others). Otherwise a small module-local error with cause: Schema.Defect() is added. Shared ones: MuseSdkError (provider-muse sdk.ts), HostnameLookupError (shared HostProcess) and RemoveEmptyDirectoryError.
Sync decoders whose failure was always discarded (decodeURIComponent, atob, base64, JSON.parse, localStorage, git describe) now use Option.liftThrowable, Result.try or Schema.decodeUnknownOption and don't go through Effect at all.
Tests use Effect.promise / Effect.sync, or fail with the real error type (MuseSdkError, PullRequestOperationError) where the mock stands in for a failing dependency.
No suppressions.
Behavior changes, all in error reporting only:
Cursor text generation now gives a per-step detail ("Cursor SDK agent could not be created.", and so on) instead of the generic "Cursor SDK text generation failed.". The sandbox-unsupported fallback still works, because TextGenerationError keeps cause.
Failure tags in logs change from UnknownError to the new tags. For example, the Claude capability probe warning now logs ClaudeCapabilitiesProbeSdkError.
GitVcsDriverCore.removeLeftoverLinks now declares RemoveEmptyDirectoryError instead of UnknownError.
Verification: effect-tsgo tsrs --noEmit reports zero effectTryWithoutCatch hits across all 39 projects. vp run check:changed passes format, lint, knip, typecheck (40 packages) and the react compiler. Its tests pass except build-desktop-artifact.test.ts and CodexChatGptAuth.test.ts, which failed only because of the TMPDIR (a node_modules above it, and group-writable under umask 0002). Both pass with a clean TMPDIR.

Squashed port of upstream PR pingdotgg#20774 by royceleung,
rebuilt by juliusmarminge (open, unmerged), fixing upstream issue
pingdotgg#19155: the Muse provider snapshot hardcoded an empty skill list, so
`$` and `/` showed no skills on Muse threads even though
`muse skills list` worked. The status probe and a new
`snapshotForCwd` now publish machine and workspace catalogs from the
CLI, and the first `$skill` mention confirmed by the live session is
sent as one structured Muse skill input; unknown mentions, failed
optional reads, and steering keep their text behavior.
Re-applied onto current upstream main plus the pingdotgg#25165 fork patch:
status.ts keeps `probeMuseHost` and its account handling, with skill
discovery added to every snapshot after the version check (including
the signed-out one pingdotgg#18274 added); driver.ts keeps the settings-aware
snapshot and gains `snapshotForCwd`; the new status tests build
expected skill paths with the Path service so they pass on Windows;
the `skill/list` read maps failures to MuseSdkError, as pingdotgg#31217 requires.
Nothing else diverges from the PR head.
