fix(server): a stopped run no longer shrinks thread history to one row - #31266
On a thread with a lot of unpageable control state (runs, nodes, checkpoint file lists over ~512 KiB), opening or reconnecting could show only one history row. #26435 dropped the visible window's half-budget floor to 0 whenever any retained dependency card exists, so large pending question cards fit. But every stored run_interrupt_request (left by any Stop) counts as a dependency, so one tiny record turned the floor off.
The floor now stays, minus the dependency reserve: max(maxEncodedBytes / 2 - dependencyReserve, 0). A small interrupt request costs only its own bytes, and large pending question cards still claim their reserve, so #26435's cases are unchanged.
Evidence
The existing "checkpoint file lists fill the byte budget" test now also runs with one stored interrupt request.
pingdotgg#26435 dropped the half-budget floor for the visible window whenever any
retained dependency card exists, and every stored run_interrupt_request
counts as one. Threads with more than ~512 KiB of control state then
loaded a single history row. The floor now stays, minus the dependency
reserve, so large pending question cards still fit.

Macroscope's review found this PR approvable — The fix preserves a recent-history budget when dependency cards are retained, preventing stopped runs from collapsing the visible history window. It changes response shaping only; persisted history and pagination remain unchanged.

The history window budget now subtracts retained dependency bytes from its half-budget limit. The byte-budget test runs with and without a stored interrupt request and checks that all agent-only turn items remain visible.

The window budget’s half-budget limit now subtracts the dependency reserve and floors at zero. The test checks visibility of agent-only turn items with and without a stored interrupt request. The test also checks that hasMoreHistory is false.
pingdotgg/t3code#28045 — The changes concern the same history paging byte budget, but the provided issue summary notes that they do not establish whether an oversized checkpoint will be admitted.

Explanation
The title names the main change: a stopped run no longer shrinks thread history to one row. The raw summary and PR objectives confirm the change adjusts the visible history window's half-budget floor so stored run_interrupt_request records no longer disable it. The title uses the conventional commit form, is one sentence, and is specific enough for a teammate to identify the primary change.

Explanation
The description follows the template's main sections in substance. Problem: it explains that unpageable control state over about 512 KiB can leave only one history row visible, and that #26435 lowered the floor to 0 whenever a dependency card exists, so each stored run_interrupt_request disables the floor. Change: it states the new formula max(maxEncodedBytes / 2 - dependencyReserve, 0) and why large pending question cards keep their reserve. Verification: it gives the failing and passing test output on main and with the change, the check:changed result, and what was not tested. The Scope and approval section is missing. It does not link a triaged issue or maintainer-approved discussion, and it does not explain why the fix qualifies without one. The template also asks for the model and harness used, and the author lists them at the end. The 'Refs' link points to #26435, which is not the same as a triaged bug issue with approval.
Resolution
Add a Scope and approval section. Link the triaged bug issue or the maintainer-approved discussion, including the approval comment. If no prior issue exists, explain why this small, focused fix of an obvious regression qualifies without one. Keep the existing Problem, Change, and Verification content.
