fix(web): usage-limit retry notice shows the timezone - #23029
The usage-limit retry notice omitted its timezone, making it look inconsistent with Claude's timezone-labelled reset message when viewing a remote host from another zone. Reported in #23018.
Change
Append the viewer's IANA timezone to the retry notice on web, desktop, and native mobile, preserving each client's existing time format. The timestamp already crosses the wire as an ISO instant; no contract or server change is needed.
Use the same current zone for the web time and label, including its formatter cache and numeric date, so changing the device timezone during an open session cannot attach a new zone to stale clock text. Other timestamp callers keep their existing behavior. Recovery banner/card labels are an unchanged, pre-existing consistency gap outside this retry-notice fix.
Triaged bug via the automated issue flow. The GitCafe mirror is #23018, with the same issue number. This is a focused correction to an existing notice; it introduces no new workflow, setting, or server behavior.
Verification
RED: MessagesTimeline usage limit notice > labels the retry time with the viewer's timezone fails against baseline 9179178fdf: expected (UTC), received Usage limit reached. Retry after 3/17 7:30 PM.3/17 7:12 PM. Repeated independently against the baseline implementation with the original test overlaid.
Additional RED regression: Chromium switches Madrid → New York in the existing browser test file. Before the cache correction, it expected 3:30 PM (America/New_York) but received 7:30 PM (America/New_York).
GREEN: whole MessagesTimeline.browser.test.tsx, 6/6 passing. Web and mobile package typechecks pass. Targeted lint has no new warnings; two existing mobile warnings remain. vp run check:changed passes format, lint, knip, affected-package typechecks, and the browser test file.
After merging current main into 74b9840f25: reran the whole browser test file (6/6) and web/mobile package typechecks (both pass). The fix diff remains the same four files.
Proof audit: SUFFICIENT (baseline failure, final passing tests, and screenshot crops independently verified).
Fixture matrix: one row, the usage-limit retry notice text. Linux x86_64, collaborative Chromium browser, 1280×800, en-US, viewer zone UTC, synthetic resetAt=2026-10-21T18:30:00.000Z. Same isolated projection fixture on baseline and head; notice-region crops, with no text edits.
Cannot verify Android Chrome live or native mobile runtime; mobile applicability is checked by source review and typecheck.

Walkthrough
Usage-limit retry times with a reset time now include the viewer’s local time-zone name in web and mobile interfaces. Web timestamp formatting accepts an optional time zone and uses it for timestamp and calendar-day formatting. Tests cover time-zone-specific labels and browser time-zone changes.
Timestamp formatting functions accept an optional time zone. Formatter cache keys include the zone. Day-aware and upcoming timestamps use the selected zone for time and calendar-date comparisons. Tests check date labels in America/New_York.
Usage-limit retry time display apps/web/src/components/chat/TimelineWorkEntryRow.tsx, apps/mobile/src/features/threads/thread-work-log.tsx, apps/web/src/components/chat/MessagesTimeline.browser.test.tsx
Web and mobile retry messages append the viewer’s time-zone name when a reset time is available. Browser tests check the displayed time and zone after switching from Europe/Madrid to America/New_York.

Explanation
[#23018] requires the usage-limit retry notice to include the viewer's timezone. Per the whole-PR summary, TimelineWorkEntryRow.tsx appends the resolved IANA zone to the web notice and passes that zone to timestamp formatting. thread-work-log.tsx applies the same label to the native mobile notice. Since the previous reviewed head (74b9840), only apps/web/src/timestampFormat.ts and the new apps/web/src/timestampFormat.test.ts changed, so the earlier evidence for the notice call sites still holds. The incremental change makes timestampFormat.ts build the time with the supplied zone, include the zone in the formatter cache key, and compute yesterday/tomorrow and the numeric-date year from calendar days in that zone. The new test checks these classifications in America/New_York. The browser test file and the web and mobile typechecks were reported at 74b9840, not at the current head. I did not run them. The source evidence supports the requirement, and no open coding requirement remains.
Full details: Out of Scope Changes check
Explanation
The incremental change touches only timestampFormat.ts, a refactor of day-difference math to use zone-aware calendar-day indexes, and adds timestampFormat.test.ts. Both support the zone-labelled retry notice. The notice's relative day words and numeric date must use the same zone as its time label. Callers that pass no zone keep the same result. Their local calendar-day comparison yields the same whole-day difference as the previous Math.round over local-midnight timestamps. The whole-PR diff has no server, contract, workflow, or recovery-label changes beyond the stated scope. The PR description states that the fix diff remains 'the same four files'. The head now changes five files, including the new test file. This is a stale description, not an out-of-scope code change.

* fix(web): play completion sounds without delay (pingdotgg#29146)
Completion alerts waited two seconds after the client received a completed thread state. Audio was also fetched and decoded only when an alert needed to play, adding a first-play delay.
Notify immediately when the thread shell reports completion, and preload both sounds when a user gesture unlocks audio. Keep completion deduplication and suppression for existing, archived, and stopped runs.
This intentionally removes the continuation grace for completion alerts. A completed run can now notify before an automatic continuation starts. The sidebar's two-second placement grace and server settlement behavior remain in place.
Validation: `vp run check:changed` passes after merging current main, including 40 affected tests, formatting, lint, unused-code checks, affected typechecks, and React compiler checks. Tests cover immediate completion, duplicate suppression across reconnects, preloaded audio reuse, and retrying failed loads on alerts without retrying on every gesture. Audible timing has not been verified in a live client.

* fix(desktop): prepare macOS x64 bytecode under Rosetta (pingdotgg#29484)
* fix(server): keep PR watches active after host failures (pingdotgg#29450)
## Problem
PR watches stopped after eight failed host reads, so a prolonged network outage prevented later CI and review updates from reaching the thread.
## Change
Keep watches active after provider failures reported as `failed`. Read detail and activity concurrently without allowing an activity failure to cancel or hide a permanent detail failure. Repeated known permanent failures still stop the watch and notify the agent; rate limits still pause reads. Non-rate-limited GitHub HTTP 403 responses and GraphQL `FORBIDDEN` responses now use a distinct `forbidden` reason so access refusals are counted instead of retried indefinitely. GraphQL error types survive the client mapping, after the existing requested-reviewer fallback.
The provider's `failed` category also includes unclassified host and decode errors. Those continue retrying at the existing two-minute cadence until the watch ends or is stopped. A fixed outage deadline would recreate the recovery failure for longer outages.
## Scope and approval
This is a focused fix for an obvious bug in existing PR watch recovery, covered by the small bug-fix exception in CONTRIBUTING.md. The changes cover watcher recovery, a GitHub failure classification needed to preserve permanent-error handling, and their regression tests. The new server-side `forbidden` reason does not change RPC contracts or add settings.
## Verification
`vp run check:changed` passed, including 154 tests across five files. Regression coverage includes a 30-minute outage followed by one CI-success notification, mixed activity/detail failures, resetting a prior failure count, and repeated forbidden reads stopping the watch. Provider tests distinguish HTTP 403 and exclusively permanent GraphQL refusals from retryable HTTP 503 and mixed or untyped GraphQL errors. The mixed-failure and GraphQL classification cases failed before their fixes. Seven focused requested-reviewer fallback/refusal tests also pass.

Problem
Scope and approval
Fixes #23018
Triaged bug via the automated issue flow. The GitCafe mirror is #23018, with the same issue number. This is a focused correction to an existing notice; it introduces no new workflow, setting, or server behavior.
