refactor(web): shared shortcut dispatcher; stores own drafts and previews - #24815
Effects that copy state from one place to another (props into state, one store into another, flags that a later effect acts on) cause double fires, lost events, stale values and extra renders before paint. The maintainers asked for them to be removed across the web and mobile clients and replaced with the right construct: derive during render, do the work in the handler, read stores at use time, attach element work to ref callbacks, and use keyed atoms, stores or explicit state machines.
Adds the web building blocks the later layers use: one module-level
keyboard and menu dispatcher, shared intersection and document-activity
stores, keyed asset URL atoms, a composer draft store that promotes
drafts and starts uploads itself, and a preview store that hands out
agent reveals where snapshots arrive.
Effect categories removed:
window keydown and desktop menu listeners replaced by one dispatcher
with app-global and element scopes; chat route commands read route,
drafts and panels at keypress time
modifier-key tracking and permission polling moved into shared stores
read with useSyncExternalStore
visibility observers moved to ref callbacks on a shared
IntersectionObserver
workspace image URL fetch effect moved to atoms keyed by revision
draft promotion decided by a store-level state machine
uploads started by the draft store actions that add attachments
preview reveal and device session diffing moved to where snapshots
arrive, in an app-lifetime worker
Bugs fixed:
A reconnect minted workspace image URLs twice, and every remount
re-minted an unchanged image.
Attachments added to a draft not on screen, or a draft moved to another
machine, never uploaded, leaving Send blocked behind "still uploading".
A slow image read could overwrite a newer persisted attachment list.
Agent-opened previews in background threads only appeared on the next
visit, and a device opened during a disconnect was missed.
Temporary compat shims (removed in a later layer of this stack):
composerDraftStore.ts: re-exports useBackgroundDraftSubmissionPending for the base ThreadRouteView, which keeps running draft promotion and missing-thread cleanup until ChatView and ThreadRouteView land in the web-chat-view layer (removed in layer 12)
Review follow-up
Files moved between layers so each layer's behavior is complete on its own:
apps/web/src/shortcuts/chatRouteCommands.ts: moved up to layer 12
Temporary for this layer: the root knip.jsonc gets ignoreIssues entries for exports that only gain consumers in a later layer. The list shrinks as you go up the stack, and it's gone from layer 12 on.
Stack progress
Effect hooks (useEffect, useLayoutEffect, useInsertionEffect) in non-test code under apps/web/src and apps/mobile, counted at each layer's head. The base is main at a96cf08 with 1,002 hooks. Zero isn't the goal. After the external review, explicit effects came back wherever they are the clearer model: measurement driven by changing inputs, cleanup tied to a component's lifetime, and subscriptions owned by one view. Hidden marker elements, ref-identity tricks and remount keys are gone.
Requested by maintainers (Julius). Across the stack, effect hooks in non-test client code go from 981 to 138; the remaining ones sync with outside systems (third-party editors and terminals, native views, layout measurement before paint) and each has a one-line reason in the code. Each layer typechecks and passes its tests on its own; temporary compat shims are listed above and come out in the layer that owns the file.
Verification
vp run check:changed on the top of the stack: format, lint, knip, typecheck and tests all pass.
This layer: vp run typecheck, vp lint on its files and the tests next to them.
Every slice behind this layer went through an independent adversarial review for disguised effects and behavior regressions before integration.
Not yet exercised in a real client. Flows worth a manual pass: timeline follow and citations, composer overlay and resting state, the details card popover (web); feed follow and jump, thread detail animations, share import, new-task routing and diff highlighting on collapse (mobile).
Macroscope's review found this PR requires human approval — This is an XXL web refactor that introduces shared runtime infrastructure and changes draft uploads, promotion, previews, shortcuts, permissions, and asset handling across production paths. Several unresolved correctness concerns remain, and the PR also adds Knip diagnostic suppressions.

Walkthrough
This PR adds revision-aware asset URLs, shared browser-state utilities, preview-session handling, composer-draft workflows, thread-action factories, and shortcut state and dispatch.
The asset URL hook accepts an optional revision and uses a revision-aware atom family when supplied. Chat image media passes eligible workspace mutation IDs as revisions. Tests cover settled URLs and in-flight mints.
Document activity and permission polling
Layer / File(s)
Summary
Document activity and permission polling apps/web/src/lib/documentActivity.ts, apps/web/src/components/permissions/usePermissionStatus.ts, apps/web/src/components/permissions/usePermissionStatus.test.ts, apps/web/src/components/permissions/usePermissionStatus.browser.test.tsx, knip.jsonc
Shared utilities report document visibility and focus. The permission poller checks immediately and at intervals, refreshes on activity changes, and exposes status and error through an external store. Tests cover polling and pending checks.
Shared intersection observation
Layer / File(s)
Summary
Shared intersection observation and consumers apps/web/src/lib/observeIntersection.ts, apps/web/src/components/diffs/DiffFileLoadingBoundary.tsx, apps/web/src/components/settings/ProjectFaviconThumbnail.tsx
The utility shares observers by root and options, and manages target subscriptions. Both components use it to register callback refs and respond to intersection changes.
Agent-opened previews
Layer / File(s)
Summary
Preview state notifications apps/web/src/previewStateStore.ts, apps/web/src/previewStateStore.test.ts
Server preview updates detect newly revealed tabs and notify reveal listeners before session-change listeners. Tests cover reveal conditions.
Browser and device preview reconciliation apps/web/src/components/preview/agentOpenedPreviews.ts, apps/web/src/components/preview/agentOpenedPreviews.test.ts
Browser-session handlers reconcile tabs and floating previews. Device snapshots establish environment-specific baselines and open or close previews as sessions change. Tests cover both paths.
Composer drafts
Layer / File(s)
Summary
Attachment handoffs and draft selection apps/web/src/composerDraftStore.ts, apps/web/src/lib/attachmentUploadQueue.ts
Image and file changes hand attachments to an uploader, including after moves or environment changes. Accepted images are persisted as data URLs. Branch selection uses draft settings and Git status.
Draft promotion and navigation apps/web/src/composerDraftStore.ts, knip.jsonc
Draft redirects track promoted server threads and can be retained by route. Promotion logic observes server ownership, waits for the hero transition when applicable, and finalizes the matching draft. Background-pending submissions suppress navigation.
The new-thread handler reads project-grouping settings when called. A helper resolves the default project reference, and the hook delegates to the factory.
Scratch-project actions use injected environments, an atom registry, and a new-thread handler. The React hook delegates to the factory, and a router-backed entry point is added.
The modifier hook reads shared raw and editable-filtered snapshots. Global event listeners are installed for the first subscriber and removed after the last subscriber.
Keyboard and menu-action dispatch apps/web/src/shortcuts/dispatcher.ts, apps/web/src/shortcuts/dispatcher.browser.test.ts
Keyboard scopes dispatch commands by guard, scope, and registration order. Menu actions invoke the newest registered handler. Tests cover dispatch order, guards, observers, and cleanup.

pingdotgg/t3code#23089 — The revision-aware asset URL changes relate to workspace media updates after revisions, but the summary does not establish that paused playback position is preserved.
pingdotgg/t3code#13628 — The draft-promotion redirect and navigation changes relate to draft-thread navigation and stale thread content.
Several shortcut, preview, and attachment workflows still have concrete behavioral gaps and should be corrected before merging.

Explanation
The title reads "refactor(web): shared shortcut dispatcher; stores own drafts and previews", which is a conventional-commit title. It names two real parts of the changeset: the shared keyboard and menu dispatcher in shortcuts/dispatcher.ts, and draft and preview handling in composerDraftStore.ts and the preview modules. It does not cover the whole change. The changeset also includes shared intersection and document-activity stores, keyed asset URL atoms, permission polling, and modifier-state stores. It is clear and specific, so it does not need to cover every detail.
Full details: Description check
Explanation
The description follows the repository template. It covers Problem, Change, Scope and approval, and Verification. The Problem section explains the effect-based state copying and the bugs fixed. The Change section lists the building blocks added and the removed effect categories. Scope and approval says the work was requested by maintainers, and it links the stack. Verification lists the commands run and the manual flows still untested. Gaps: the Scope section does not link a triaged issue or a specific maintainer approval comment. The description also says the layer has no real-client run. The template asks for a clear before/after and a focused test list for this layer, and the description gives only general checks. The Verification section does not state observed results for the changed behavior, such as the test outcomes for the shortcut dispatcher or the asset URL revision tests. The description is mostly complete, so it passes. The resolution notes the gaps for the author.

Register the attachment uploader before off-screen drafts can receive attachments.
SnapShotCoordinator can deliver a capture to the last route target even when the current route shows neither a thread nor a draft. It then calls store.addImage, but handOverAttachmentUploads silently returns because no code registers setComposerAttachmentUploader in this head. No mounted ChatComposer is required on that path, so its fallback upload effect does not run and the attachment can remain un-uploaded.
Register the uploader during app startup, or queue store handoffs until registration completes.

composerFileNeedsReattach identifies files with no local bytes or persisted upload ID. This handoff bypasses the existing guard in ChatComposer and can record such markers as failed uploads instead of leaving them available for replacement. Filter only true reattach markers so persisted null-file uploads remain supported.

Preserve reveals received before the initial list.
applyPreviewServerEvent stores an opened snapshot while listLoaded is false. The first reconcilePreviewServerSessions call then marks the list as loaded, but freshlyRevealedServerTabs suppresses that transition because the previous state was not loaded. The refresh does not replay the reveal listener.
Treat server events received before the initial list as fresh, or retain and replay them after the first list reconciliation. Keep the current baseline behavior for list results so a reload does not reopen dismissed tabs.

Restore held modifiers when focus leaves an editable target.
When focus enters an editable target, outsideEditable is cleared. If focus then moves to a non-editable target while Meta remains held, non-modifier events preserve the cleared value because the helper uses currentState.metaKey && event.metaKey. Pull-request speed-mode UI can therefore receive an incorrect modifier state until a Meta keydown or reset.
Handle focusout from an editable target, including when relatedTarget is the document body:

Wire installChatRouteCommands or temporarily exclude the file from Knip.
apps/web/src/shortcuts/chatRouteCommands.ts exports installChatRouteCommands, but no inspected file imports or calls it. The apps/web Knip configuration does not list this file as an entry or ignore it, so vp run knip:check can report the new module as unused.
Connect it from the app bootstrap or chat route in this PR. Otherwise, add a temporary Knip ignore entry and remove it when the caller is added.
