fix(server): isolate Linux process launches from the RPC event loop - #30209
On Linux, native spawn() waits for the child's working-directory change and executable lookup. A stalled network filesystem can therefore stop the server's RPC event loop before a command timeout can run.
Run the shared Effect spawner's launches through reusable helper processes, started with an absolute executable and / as their working directory. Transfer stdio sockets directly to the server, retaining the existing streaming, pipelines, errors and process-group cleanup. A helper becomes available after its spawn acknowledgement, so long-lived agents share helpers; a blocked launch uses a separate helper from subsequent launches. Keep at most one empty helper. Other operating systems retain the existing spawner. The socket-transfer approach is adapted from #18219.
Verification on Linux ARM64, Node 26.12.1 / libuv 1.52.1:
Added a regression that fails when the target is spawned on the server thread, and a synchronous descriptor gate proving another command completes while one helper is blocked inside spawn. Checked large stdout/stderr, stdin, additional descriptors, literal arguments, cwd/env, pipelines, launch errors, launcher failure, scope interruption, and SIGKILL escalation with detached: false. Follow-up regressions reproduce pipe leaks on repeated ENOENT/EACCES and a real EMFILE under a 64-descriptor helper limit; after the fix the descriptor count stays stable and an already-running command survives the failed launch.
vp test run apps/server/src/process/SpawnHost.test.ts apps/server/src/processRunner.test.ts: 16 passed. vp run check:changed: all checks passed, including affected typechecks and selected tests. vp run --filter t3 build:bundle: passed.
Runtime reproduction used an LD_PRELOAD interposer to delay libc chdir or execvp by two seconds. An independent process requested HTTP from the process running the real Effect spawner 50 ms after launch began. Baseline HTTP waited about 1,975 ms with about 1,998 ms main-loop lag. With the final built CLI helper, HTTP returned in 32 ms for cwd and 134 ms for PATH; the commands still took about two seconds and returned the expected output/status. This was an isolated HTTP/spawner harness, not an actual NFS outage or a full client test.
Four simultaneously running commands shared one built helper, measured at 52,896 KiB RSS. Three interleaved batches of 100 git launches on the final implementation took 154/342/339 ms directly and 312/325/333 ms through the helper; these noisy samples establish no consistent throughput difference, not a speedup claim.
Limits: a blocked helper also delays exit notifications and waiting finalizers for children already assigned to it; stdio and kill signals bypass it. Pending native-spawn cancellation remains best effort until spawn returns. The existing server-side fs.access(cwd) can still occupy libuv filesystem workers, and SDK-private/native spawns outside the shared Effect spawner are unchanged. Each additional helper costs roughly 52 MiB RSS on this host, and simultaneous pending launches can create additional helpers. macOS, Windows, packaged Electron and standalone SEA execution were not exercised. This addresses the shared-spawner path rather than claiming to close every cause in #30183.
Issue #30183 has not received maintainer triage. The requester explicitly asked to submit this focused fix after that contribution-policy gap was raised; this is submitted for triage without claiming prior maintainer approval.

Macroscope's review found this PR requires human approval — Linux process launches move into reusable helpers to keep native spawn delays off the RPC event loop. Newly added Effect diagnostic and oxlint suppressions require human review; a reported descriptor-exhaustion failure can also terminate other commands sharing a helper.

Walkthrough
The server adds a host-backed child-process spawner on Linux. The host receives spawn requests and transfers child streams and lifecycle events over IPC. Other platforms continue to use the default Node spawner.

Summary
Injectable Node process spawner patches/@effect__platform-node-shared@4.1.2.patch, pnpm-workspace.yaml
The Node spawner patch adds a factory that accepts a spawn callback. The existing spawner layer continues to use NodeChildProcess.spawn.
Host process IPC and startup apps/server/src/process/spawnHostProcess.ts, apps/server/src/bin.ts, apps/server/src/process/spawnHost.test-fixture.ts
The host handles spawn requests, transfers child stdio sockets, and reports lifecycle events over IPC. The binary dispatches the host command, and the fixture provides gated spawn cases.

The Linux spawner manages hosted child state and a pool of host processes. The server includes the spawner layer. Tests cover launch options, streams, concurrent spawns, cleanup, and failure handling.

The descriptor-exhaustion finding referenced here is fixed in 84356c0. The native EMFILE regression now verifies that an existing command survives the failed launch and a subsequent launch succeeds; both original finding threads include the verification and are resolved.
The Effect diagnostic suppressions cover the native process/IPC boundary and its fixtures. The namespace-import suppressions let the tests replace Node’s mutable CJS spawn export and synchronize its ESM bindings. Each suppression has an adjacent reason. Human approval remains outstanding.

Decode the test file URLs before passing them to node.
URL.pathname keeps percent-encoding. On a checkout whose absolute path contains a space or another encoded character, the launch argument contains %20 or a similar sequence. Node treats that argument as a literal path, so the helper cannot start. The shared layer at line 23 and the fixture launches at lines 83 and 299 all fail this way, so the Linux SpawnHost tests fail on such checkouts.
Use fileURLToPath from node:url at all three sites. Add import { fileURLToPath } from "node:url"; to the imports.
