fix(server): limited threads through CLIProxyAPI resume when the hub refills - #27214
Threads running Claude Code or Codex through CLIProxyAPI showed Limited with no reset time when the proxy's pool ran dry, so Resume at reset, auto-resume, and snooze never started. CLIProxyAPI does send the reset (429 model_cooldown with reset_seconds and Retry-After), but both CLIs drop it:
Claude Code 2.1.312: API Error: Request rejected (429) · All credentials for model claude-opus-5-5 are cooling down via provider claude
Codex 0.160.0: exceeded retry limit, last status: 429 Too Many Requests
When a usage-limit terminal arrives without a reset time, the ingestor now asks the CLIProxyAPI hubs that the failing provider instance routes through. CLIProxyAPI serves agents and its management API on one address, so a hub counts when its URL origin appears in the instance's environment variables or launch arguments. The hubs are refreshed, capped at 5 seconds. If every account a hub pools for that provider is spent, the reset is when the first of them refills. Claude's model-scoped weekly allowances are ignored, because they leave the account usable for other models. If any account still has quota, or a refill has already passed, nothing changes, so a fresh failure after the reset cannot loop. The existing recovery worker then resumes the thread as it does for direct subscriptions.
Proof: the extended ProviderEventIngestor test fails on main and passes here. I also ran a dev server with real Claude Code and Codex turns through a stub that returns CLIProxyAPI's exact cooldown response, plus the repo's fake hub fixture. Each thread saved the hub's first refill as resetAt, armed auto-resume, and sent "Continue where you left off." at that time. An instance pointed at a different proxy kept resetAt: null while the hub's pool was spent. On main the same turns saved resetAt: null and never armed.

Macroscope's review found this PR approvable — Adds missing hub reset times so existing resume-at-reset and snooze controls work for CLIProxyAPI-routed threads, without changing preference defaults. The SecretReference compatibility finding remains subject to the separate correctness gate.

Walkthrough
For terminal usage-limit failures without a provider reset time, the ingestor now requests a fallback based on selected hub usage sources. The fallback returns a qualifying pooled-account recovery time or null. Runtime wiring, tests, and usage documentation cover this behavior.

UsageLimitSources can read selected enabled sources without publishing the snapshots. hubPoolResetAt calculates a future recovery time from pooled accounts and excludes Claude model-scoped windows. layerResetFallback matches hubs to provider instances and uses cached snapshots if the targeted read times out. Tests cover matching, reset selection, and timeout behavior.

The ingestor uses the fallback only when the selected failure is usage_limit and its resetAt is null or undefined. The runtime provides the fallback service. Tests check fallback, native reset, and validation-error cases. The documentation describes the pooled-account reset behavior.

Do not infer full pool exhaustion from missing account readings.
If one pooled account has no usage windows because its probe failed, this continue lets another spent account determine resetAt. The unreadable account could still have quota, so the thread can wait for a refill that it does not need. Return null unless every relevant account has enough readings to establish exhaustion. Update the test that currently expects a recovery time while skipping accounts without readings. The hub reader represents a failed account probe with unavailable usage limits. Match provider routing fields, not every URL in the instance.
If a direct Claude instance sets ANTHROPIC_BASE_URL to a direct endpoint but also contains the hub URL in an unrelated environment variable, instanceHubIds selects that hub. A usage-limit failure can then receive the unrelated pool's reset time. Read the endpoint settings that the instance's driver uses for requests, rather than scanning all values and config text. The provider-instance schema permits arbitrary environment variables and driver config. (raw.githubusercontent.com)

Refresh the matched hubs within the fallback budget.
If an unrelated enabled hub responds slowly, sources.refresh waits for that hub before publishing any snapshots. The five-second timeout can then leave a newly configured matching hub without a snapshot, even when that hub responded quickly. Refresh only the hubs selected by hubIds, or publish their results independently, before calculating this fallback. UsageLimitSources.refresh currently reads every enabled source and publishes the combined result. (raw.githubusercontent.com)

Consequently, `UsageLimitResetFallback.resetAt` returns `null`, so resume-at-reset and auto-resume do not work for this supported configuration; resolve referenced environment values before matching origins.
Use a valid port in the otherPort case so it tests the port-boundary check.
http://127.0.0.1:83170/v1 is not a valid URL because port 83170 exceeds 65535. URL.canParse returns false, so instanceHubIds records no origin for this instance and returns [] before any origin comparison. The case passes without checking that a hub on the same host but a different port is excluded. A regression to host-only matching would still pass.
Use a valid, different port such as 8318. The case then compares http://127.0.0.1:8318 against the http://127.0.0.1:8317 hub.

Match the effective default-instance environment when resolving hubs.
getSettings does not materialize synthesized default instances. A default Claude or Codex instance can still inherit the host environment and route through a CLIProxyAPI URL. For that valid path, instanceHubIds returns an empty set, so the installed fallback returns null and cannot set resetAt for a reachable usage-limit terminal.
Use the active instance's effective routing environment, including inherited values, and limit matching to that instance's provider environment or launch arguments. Do not match unrelated hubs from arbitrary process URLs. An explicit providerInstances entry that stores the hub URL in its environment works around the current lookup, but synthesized defaults need the code fix.

the core change remains unverified. the real proxy accepted normal turns; no real exhausted-pool 429 occurred. its management api requires a separate management credential unavailable on this vm. consequently i could not reproduce the original bug on main, observe a fallback resetAt on the pr, or exercise resume-at-reset, automatic continuation at refill, or limit-driven snooze. the recording above does not establish those behaviors.
secret-backed endpoint routing, inherited/config-file endpoint routing, unrelated-hub isolation, partially available pools, stale resets, and preservation of native reset times were not exercised with real provider failures. the focused tests cover some of these decisions, but do not replace that integration check. claude is not authenticated here. native mobile, electron, macos, and windows were not exercised.
a conclusive pass needs a real hub with management access and a naturally exhausted provider pool with an observable refill. no approval claim for the core fix is made by this comment.
