With a relative --output such as evidence, the fixture writes its wire log relative to the session workspace instead of the driver's evidence directory, so verification fails because that directory is missing. commandArgs inherits the relative path, and the ACP runtime launches the fixture with the workspace as its cwd; resolve values.output before deriving paths from it.

ApprovabilityVerdict: Needs Human Approval Macroscope's review found this PR requires human approval — The PR changes existing ACP follow-up execution by adding indefinite busy-response retries, queue state, cancellation coordination, and user-visible retry notices. It also adds a file-level Effect diagnostic suppression to the live verifier, and that static-analysis override requires human review under the configured criteria. Needs human approval because:

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Check cancelRequested immediately before each session/prompt write.
cancelRequested is checked only after a busy rejection. A Stop can still arrive in one narrow window, and the retry then sends the prompt after the Stop.
The failing sequence:
- The backoff sleep ends.
- The fiber sees
phase !== "cancelling"and setsphase = "dispatching". - The fiber yields inside
runLoggedRequest, which runslogRequestbefore it callsacp.agent.prompt. cancelruns during that yield. It sees"dispatching", so it skips the queued path.- The adapter passes
interruptPromptOnCancel: false, socancelsendssession/canceland does not interrupt the fiber. - The retried
session/promptcan reach the agent aftersession/cancel.
If the agent became idle in the meantime, it accepts and runs the user's message after Stop. The PR objective says a stopped prompt must never be dispatched again.
The window is small. Each backoff cycle opens it again, and the loop has no attempt limit.
cancel sets cancelRequested synchronously before it writes session/cancel. A lazy check right before the RPC call therefore covers every interleaving:
- If the check runs after
cancelset the flag, the prompt is never sent. - If the check runs first, the prompt is queued ahead of the cancel, and the agent cancels it.

Problem
A follow-up prompt sent to an ACP session can fail with the raw “Agent is already processing. Use steer() or followUp()” error. Fixes #22660.
Change
Queue and retry only the exact recorded ACP busy rejection, preserving the original payload. Backoff increases from one second and caps at 30 seconds; the prompt stays queued until delivery or cancellation. The existing provider retry item shows the queued state. Stop prevents redispatch even when a retry is in flight; old agent output does not prematurely settle the notice. Other errors keep their existing behavior. No unsupported steering extension is sent.
Scope and approval
Fixes #22660
Triaged bug via the automated issue flow.
105 tests pass across the scoped registry/shared ACP adapter and connection suites. Targeted lint and server/provider scoped typechecks pass. Two independent review rounds found three bugs in round 1; all were fixed and round 2 found no confirmed code defect. Final proof audit returned SUFFICIENT; an independent R5 rebuild at the fixture commit had zero normalized semantic differences. Final head adds only Knip entry declarations for the committed scripts; server-scoped unused-code verification passes.

Six before/after pairs run through the real isolated T3 server, authenticated public RPC, persisted projections, and a synthetic ACP v1 stdio provider (not actual oh-my-pi). Linux x86_64, Node v24.21.0. Before: 6a6c84f990. After runtime: eb303fe4b6. Head 27a924b004 adds the committed fixture/driver and guard tests; production source is identical to the after runtime SHA. The index includes source/script hashes and exact reproduction commands. No client render code changed; pixel captures do not apply.
Observed differences: busy errors queue instead of failing, the same payload reaches eventual acceptance, retry notices stay active through prior output and settle on completion/Stop, and stopped threads accept fresh prompts. Prior background reasoning now remains attached to the queued follow-up, where the failed baseline did not attach it. Unrelated errors still fail without retry.
Limits: real oh-my-pi lifecycle and Windows desktop remain unverified. Client rendering, other ACP providers, remote/relay/tunnel topology, and restart durability were not exercised. The queue is in memory. The retry notice can remain visible while an accepted prompt answers because ACP v1 has no acceptance signal. Stop forwards the existing native cancellation, including to previous background work.
All capture-owned processes stopped and the temporary before checkout was removed; cleanup record is in the evidence index.
Model and harness: gpt-6.1-sol through Codex in T3 Code; independent review also used claude-opus-5-5 through Claude Agent. Evidence uploaded with ghdrop.
