defaultPackage now also accepts an object mapping the four app commands
individually ({ dev: './apps/web', pack: './packages/ui' }), so one repo
can pack a library while dev targets an app (#2031 review). A string
keeps meaning one directory for all four commands, and a command absent
from the object falls through to the picker/listing resolution. Values
stay static string literals read without executing the config.
