No exposure type route

I'm deploying ACS with Roxie to my local CRC cluster.

Currently, there is no route option for the exposure flag. If I enable the route exposure in the config file, it is ignored because the load balancer CLI flag is used by default. If I set exposure to none, port forwarding is enabled, and there is no way to disable it using command-line flags.
