Phase 2 of the fork: modern packaging under the new distribution name, with the import name unchanged.

• Merges upstream #326 by @akx with its original commit, which removes the python setup.py test command and tests_require.
• Replaces setup.py and MANIFEST.in with pyproject.toml (setuptools backend): name diskcache-community, version read from diskcache.__version__, requires-python >= 3.10, classifiers 3.10 to 3.14, SPDX license = "Apache-2.0" with LICENSE as the license file, Grant Jenks as author, project URLs for the fork plus an Upstream entry.
• __title__ becomes diskcache-community; tox lint commands no longer point at setup.py; the tutorial's python setup.py install becomes pip install .; .gitignore covers the renamed egg-info directory.

The library modules are unchanged apart from __title__. Verified locally: python -m build with setuptools 84 prints no deprecation banner, twine check --strict passes on both artifacts, the wheel installs and imports in a clean Python 3.14 venv under the new name, all eight lint environments pass, and 251 tests pass at 99.27 % coverage on 3.12 with Django 4.2.
