bindgen 0.73 uses syn 3, which the locked prettyplease 0.2 (syn 2) cannot accept, so bump prettyplease to 0.3.0 as well. Fixes the CI failure of ruby#3206. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

Fixes the CI failure of #3206.
bindgen 0.73 resolves syn to 3.x, but the locked prettyplease 0.2 depends on syn 2.x, so bindgen fails to compile (E0277). Bumping prettyplease to 0.3 aligns both on syn 3.
bindgen 0.73's generated bitfield code also trips
clippy::manual_div_ceil, which fails the lint job under-D warnings. The code is generated, so the lint is allowed alongside the existing clippy allows.
