Perhaps the GitHub App's installation token can't see the temporary private fork repo (for the case above, the fork is at
python/cpython-ghsa-hfwv-qwxj-m55v)? Can an @python/organization-owners please check this (if possible, I'm not sure what information is in the bot and or repository settings?).Temporarily log 404s to debug gh-64

Looking at the new debug messages in the latest run, it's not seeing any PRs. So I presume this is a configuration issue with the bot not being able to access them.
