flake8 dependency of < 5 can cause poetry to downgrade flake8#407

via c64902b, tholo/pytest-flake8#87

With dependency resolvers (poetry in my case), this may affect users downstream by implicitly downgrading flake8

in re: #406, PyCQA/flake8#1701

    Not an importlib_metadata issue. Some other package is pushing flake8 down.

    pyproject.toml, poetry.lock

    I will update this issue if I have further info - I find it really hard to see where the upper bound is coming from.
