fix(web): docked model picker fits its content again - #28943
The docked composer model picker was always as tall as its largest state, even with only a few models in the list. #28409 changed its max-h-86.5 to a fixed h-86.5 so it could shrink in short windows, and that also made it fill the full height when the list was short.
The picker now fits its content again and animates its height between sizes:
The virtualized list has no natural height, so in the docked picker it sizes itself from its row count. Rows are 32px, or 36px below sm, where the buttons are larger. The fixed height goes back to a max-h-86.5 cap.
The columns sit in the existing AnimatedHeight. The footer (Standard, Fast, permissions) sits outside it, so it stays in place while the search and rows move with the top edge.
Proof: in a dev build, switched from a provider with a few models to one with many, then clicked "Show more". Before, the picker stayed at 393px throughout. After, it grows from 244px to 393px. Per-frame sampling during the grow shows the search box staying 10px below the top edge and the footer not moving. At a 1280×330 window, the footer stays inside the popup and the columns scroll. vp run check:changed passes.

- Fit the docked model list to its rows and anchor height changes at the bottom
- Animate the picker as its content changes while respecting available height

Walkthrough
The docked model picker calculates list height from its row count. Its layout uses a scrollable container with animated height and maximum-height constraints. The effort column returns focus to search when the user presses Left Arrow without Alt, Control, or Meta.

Summary
Row-based list sizing apps/web/src/components/chat/ModelPickerContent.tsx, apps/web/src/components/chat/ModelPickerSidebar.tsx
ModelPickerList accepts fitRows and calculates a responsive flex basis for nonempty lists. Docked content enables this behavior, adjusts overscroll containment, and passes the docked state to the sidebar.
The docked picker wraps its contents in a vertically scrollable container and AnimatedHeight. The inner layout and effort column use maximum-height constraints. The effort column no longer contains overscroll and returns focus to search on unmodified Left Arrow.
The picker sizes to its content and keeps the footer outside the scrolling columns. No merge-blocking issue was established.

ran github/main (d8a829e5ec) in a separate worktree first, then the exact contributor head, with one background dev server at a time. used repository playwright and /usr/bin/google-chrome on this linux vm. created a real git project and thread through the app, then sent real codex gpt-6.1-sol turns through the web composer. no mocks or seeded data.
at 1280×800, searching for gpt-6.1-sol left the popup at 393px on main. the pr fits it to 308px, with the same selected model, effort, search, and conversation. expanding the model list grows it to 393px. the recording shows the height change and the footer staying anchored.
also reproduced a scroll regression on the pr: wheel gestures over the model list could not reach the new outer scroller. scrolling back up over effort rows or the provider rail could not return to search. fixed those paths by allowing docked children to chain scroll to the contained outer scroller. standalone model lists and provider rails retain containment. rechecked after reinstalling and restarting with isolated state: at 550×500 the outer scroller moves 0→91px over models and 91→0px over effort rows or the provider rail. at 1280×330 the footer remains visible.
search, no-results recovery, show more/less, model selection, effort selection, and keyboard movement between search and effort work. real codex replies include model picker verification ready., picker controls still work., and final scroll verification passed.. inspected light and dark rendering. vp run check:changed fa31b66bbb2ae5234205a8628a78e038d917202f passes through blacksmith-check, including the existing picker and effort browser tests.
the row-unit review suggestion was checked against the running app: model rows lay out at 32px on desktop and 36px below sm. their nested favorite buttons are 24px/28px plus 8px of row padding. the existing 8/9 spacing units are correct, so they remain unchanged.
merged-main verification
merged current main into the contributor branch without conflicts or history rewriting. verified head 5fad8e021baae6f669f8c99c8e343efa3dc5feb6. the four-file picker diff remains 51 insertions and 24 deletions. no additional picker changes were needed. two independent source reviews found no blocker.
blacksmith vp run check:changed 30b9c4a956a6c595fda5c8b2c439a6aaebc861b0 passes: format, lint, knip, typechecking, existing tests and react compiler. the exact previously timed-out file-save browser test passes in 18ms.
rechecked the merged app in chrome: model search, no-results recovery, short-window outer scrolling (0 to 24px), and keyboard highlighting work. existing before/after and interaction evidence above remains unchanged.

latest hosted ci is still running. native mobile clients, electron shells, relay/tunnel access and physical touch gestures were not exercised in this pass.

Use the rendered row sizes in the docked basis formula.
ComboboxItem rows render at 8 spacing units below sm and 7 at sm, but ModelPickerList allocates 9 and 8 units. The extra unit repeats for every model and can create blank space or cause earlier scrolling in the docked picker.
