fix(usage): merge Codex quota reports missing an email - #27555
With Codex 0.166.0 configured to use a custom provider such as CLIProxy, account/read can return account: null and requiresOpenaiAuth: false, while account/rateLimits/read still returns the locally signed-in ChatGPT account's quota and accountId. If a CLIProxy usage source reports that same account with an email, Limits shows the account twice, including across environments.
The two quota reports are legitimate: the native quota probe reads the local ChatGPT login directly, and the hub reads the same account separately. The shared matcher currently rejects the native report before considering its account/workspace ID because it has neither an email nor a credential fingerprint.
Change
Allow a Codex report without either identity field to join the existing email/workspace key when its account ID maps to exactly one known identity. Keep different account IDs and ambiguous shared workspace IDs separate, and preserve the email from the identified report when merging.
The correction is in the shared usage-limit matcher used by pooled Limits and /usage-limits, including web/desktop and mobile. It does not alter CLIProxy payloads or Codex authentication.
Scope and approval
This is a small, focused fix for an obvious duplicate-counting bug under the contribution guide's exception: the same verified account ID is presented as two quota accounts solely because one report omits its email. Only the shared matcher and its regression test change; no settings, contracts, or provider defaults change.
Verification
Reproduced on T3 Code 0.1.5 with Codex 0.166.0: the native probe returned no account/email but a quota account ID; the hub returned one enabled Codex account with the same ID and an email. Compared identity values locally without publishing credentials or account identifiers.
The regression fails on unchanged source with two pooled entries where one is expected. It passes with the fix, using native and hub reports on separate environments. It also checks email preservation, different account IDs, ambiguous identities, and /usage-limits deduplication.
vp test run packages/shared/src/usageLimits.test.ts: all 60 tests pass.
vp run --filter @t3tools/shared typecheck: passes.
vp run check:changed: format, lint, both dependency checks, and both selected test files pass (61 tests). Its affected-package typecheck fails on existing server errors in src/cloud/pinnedRuntime.test.ts:31 (Uint8Array versus BufferSource) and src/scheduledTasks/webhookRoute.test.ts:242 (duplex in RequestInit). Reproduced both errors with the two changed files restored to the base commit.
The patched desktop build has not been installed or visually verified; the regression exercises the shared data aggregation directly.
Implemented with gpt-6.1-sol through the Codex harness in T3 Code.
Macroscope's review found this PR approvable — This fixes duplicate Codex quota entries when one report lacks identity details, while preserving the available email. Matching remains limited to workspace IDs with exactly one known Codex identity, leaving ambiguous reports separate.

Walkthrough
The shared usage-limit matcher now resolves certain email-less Codex reports by workspace when exactly one known Codex account matches. Account merging fills a missing email from the incoming account. Tests cover matching, unmatched, and ambiguous workspaces.

Summary
Resolve and merge Codex accounts packages/shared/src/usageLimits.ts, packages/shared/src/usageLimits.test.ts
The matcher uses a workspace-qualified key for a Codex report without an account key only when exactly one known account matches that workspace. Account merging fills a missing email from the incoming account. Tests cover matching, unmatched, and ambiguous workspaces.
The deduplicated usage report can omit the account email. Preserve it as a bounded follow-up.

Preserve the matched email in /usage-limits.
When the email-less native probe matches the emailed hub account, collectProviderUsageLimits suppresses the hub entry. The surviving native entry takes its email only from provider.auth.email. The test case therefore changes from an emailed hub entry plus a native entry to one entry with no email. Copy the matched hub email into the surviving report entry, and assert its email in the regression test. (raw.githubusercontent.com)

Confirming this from a three-machine setup with one CLIProxyAPI hub: Limits showed four identical Codex columns, three native (one per environment, no email) and the hub's. The accountId that account/rateLimits/read returns on each machine is byte-for-byte the chatgpt account id in the hub's credential file, so the join this PR adds is exactly the signal that is missing. The "maps to exactly one known identity" guard is the right call given the Team-seat case in #23054, where several hub rows share one workspace id and should stay apart. Happy to test a nightly with this in.
