feat(server): agents read, open, update, respond to, and merge PRs through MCP tools - #26751
Agents run gh and cafe for almost all PR work: about 18,000 forge commands in 45 days of Claude Code and Codex logs across three machines. That work spends the user's own API quota rather than going through T3's forge sign-in, which can be the T3 Code for GitHub app. Agents also get raw JSON back and spend effort trimming it with --jq (5,700 calls).
This adds six MCP tools that call PullRequestService. They use the server's sign-in for the host and work on every forge T3 supports. With no number, they act on the PR for the thread's branch.
Tool
Replaces (runs in 45 days)
pull_request_read: summary, checks, conversation (unresolved review threads by default), diff
pull_request_respond: reply to and/or resolve a review thread, or comment on the PR
GraphQL replies and resolves, cafe pr resolve, pr comment (~660)
pull_request_merge: requires expectedHeadSha
gh pr merge, cafe stack merge (~250)
How it works:
Create:GitManager.createPullRequest shares runPrStep's branch, upstream, existing-PR and base checks, takes the agent's title and body in place of the generated ones, and links the new PR to the thread.
Merge: a new optional expectedHeadSha on the merge action. PullRequestService refuses a merge whose head moved, on every host. GitHub also pins the merge itself through expectedHeadOid.
Clients: web and mobile label the new tool calls ("Read a pull request", "Merged a pull request").
Docs: one sentence in the user guide.
Context cost: the tool list grows by 2,815 bytes. I trimmed it from 3,440 by dropping repeated fields and shortening descriptions. Labelled agent-context-increase.
Evals (mcp-tool-use, Sonnet 5.5, 4 samples each):

A full Sonnet run surfaced three PR-linking misses. Those cases had no stand-in result for the new tools, so I added world-backed defaults to the eval runner, and all three now pass 4/4. The full run's other misses match main (preview-snapshot-timeout-retry-loop and proactive-visual-ci-time-breakdown miss on both).
Tests: the service merge head check, and toolkit tests for the default target, sections, resolved threads hidden by default, create then link then draft, and respond validation. vp run check:changed passes.
Built by Claude Opus 5.5 in Claude Code (T3 Code).
…rough MCP tools
Agents shelled out to gh and cafe for PR work (about 18,000 forge commands in 45
days across three machines), which spends the user's own quota and gives agents
raw JSON to trim with --jq. Six new MCP tools route that work through
PullRequestService, so it uses the server's forge sign-in (the T3 Code for GitHub
app where it is signed in) and works on every forge T3 supports.
- pull_request_read: summary, checks, conversation (unresolved threads by
default) and diff, defaulting to the PR for the thread's branch.
- pull_request_list, pull_request_update, pull_request_respond.
- pull_request_create: GitManager.createPullRequest shares runPrStep's branch,
upstream, existing-PR and base checks, takes the agent's title and body, and
links the PR to the thread.
- pull_request_merge: requires expectedHeadSha. PullRequestService refuses a
merge whose head moved on every host, and GitHub also pins it atomically
through expectedHeadOid.
The tool list grows by 2,815 bytes. New mcp-tool-use cases pass 12/12 on
Sonnet 5.5 (0/12 on main), the control stays 4/4, and the eval runner answers
the new tools from each case's world.

pull_request_list reports every world PR as open and includes merged PRs in the default open listing, so agents receive incorrect status and results for fixtures with state: "MERGED". When merge-pr returns state: "open" for auto: true, this branch still reports Merged 1 pull request, falsely telling users the PR landed when only auto-merge was enabled. Check input.auto and the refreshed output.state and use a pending auto-merge label for that result.

The change adds GitManager pull-request creation and six MCP tools to read, list, create, update, respond to, and merge pull requests. Merge actions can require the head SHA that the agent read.
GitManager now uses a shared flow for stacked-action and direct pull-request creation. The flow resolves branch and base information and returns creation status and pull-request details.
The toolkit registers tools to read, list, create, update, respond to, and merge pull requests. Handlers resolve targets, fetch requested details, apply updates and responses, and link created pull requests to threads. Tests and context-budget data are updated for the added services and tools.
Merge inputs can include an expected head SHA. PullRequestService checks the current head before running the action, then forwards the expected SHA to the provider. GitHub uses it as the expected merge head when supplied.
Tool surfaces and evaluation support packages/shared/src/t3McpToolPresentation.ts, packages/client-runtime/src/t3ToolSummary.ts, evals/mcp-tool-use/*, docs/user/source-control.md
Adds labels and summaries for the pull-request tools, evaluator cases and default results for pull-request operations, and documentation of the agent actions and merge head check.

Invalidate the PR lookup after creation.
When createPullRequest creates a PR on a branch with no existing PR, openPrFromBranch can cache the initial null, create the remote PR, and reuse that cached null for its immediate lookup. The MCP handler then raises PullRequestForgeError because created.url is missing. The normal first-time create-and-link workflow therefore reports failure after creating the remote PR and does not link it. This is a major failure in the new tool workflow, not a minor stale-status issue.
Bump the shared lookup epoch after createChangeRequest, retain the outer status invalidation, and run the operation as a user action. The shared fix also corrects the existing stacked-action caller without attributing that pre-existing path to this change.

The "Agent context budget" CI check fails for this increase.
mcpToolListJsonBytes grows from 45907 to 48722 (+2815). The pipeline log shows the check failing and asking for one of two actions:
Cut the added tool text.
Have a maintainer add the agent-context-increase label to the PR.
The PR description already reports the +2815 byte growth. Add the label to unblock the PR, or shorten the tool descriptions and schemas in tools.ts. If the text is shortened, update this value to match.

Enforce expectedHeadSha at the provider merge boundary.
The Bitbucket MCP path checks expectedHeadSha before calling the provider, then drops it. The API sends POST /pullrequests/{id}/merge with only merge_strategy. Bitbucket's merge contract has no expected-head field. A push after the service check can therefore be merged.
GitLab has the same contract gap: it reads a new headSha inside the provider and passes that value to glab mr merge --sha, instead of enforcing the caller's expectedHeadSha. Add native compare-and-merge support, or reject expected-head merges for providers that cannot provide it. A second read is not sufficient.
