fix(clients): # suggestions put linked pull requests first for text queries - #26269
When you type # in the composer, pull requests linked to the thread should come first. Number queries (#, #123) already did that. Text queries (#doctor) dropped linked PRs entirely, so they showed up only if the host search happened to return them, and below newer unlinked PRs. Mobile also showed nothing at all until the debounced search was ready.
Fix: a shared helper, withLinkedComposerPullRequestsFirst, puts linked PRs first. A linked PR qualifies if its title, branch, repo or number matches the typed words, or if the search returns it. The searched results follow in their existing order. Web and mobile both use it. Linked PRs render as soon as you type, and the full results fill in below when they arrive. An exact number match (#123) still ranks first.
Macroscope's review found this PR approvable — Text-based pull-request suggestions now prioritize matching pull requests already linked to the thread on web and mobile. The change is limited to suggestion ordering and availability, with existing result limits retained.

Composer pull-request searches now include matching linked pull requests before other search results. Mobile numeric searches also filter using the current input while fetched results are not ready.
Adds a helper that puts matching linked pull requests first, avoids duplicate repository-and-number matches, and applies a result limit. Tests cover empty and populated search results.
In the narrow case of matching PR numbers on different hosts, suggestions can duplicate one PR and omit the other. This can be addressed as a bounded follow-up.

Keep the host in pull-request identity.
When a thread links pull requests on two hosts with the same repository path and number, keyOf gives both links one key. If search returns one of those pull requests, matchesByKey.get substitutes it for both links. The composer can then show a duplicate and omit the other link, so selection uses the wrong URL. Include the host or canonical URL authority in the key before reusing a searched match. Thread pull-request identity already distinguishes hosts. (raw.githubusercontent.com)
