fix(usage): compact account rows and clarify pooled limits - #26256
Pooled usage reserves a column for every provider account even when an account does not report that window. Two session/weekly accounts occupy two thirds of a row, while a monthly-only account occupies only the last third. The pooled percentage and reset increment also look like account percentages, making the totals confusing.
Change
Divide each row equally among its reporting accounts. Label multi-account totals as an average and show the account count on web/desktop and mobile. Show the next account reset time instead of a normalized pool increment, and describe reset availability per account in the details. Preserve the account label and reset summary for single-account rows within a multi-account provider.
Scope and approval
Focused correction of the existing pooled usage display: missing windows should not reserve blank columns, and account percentages must remain distinguishable from an average. No quota calculations, provider polling, or account limits change. Provider reordering is separate in #26249.
Verification
check:changed against upstream 93a9e079b107: formatting, lint, knip, affected-package typechecks, and 40 tests pass (39 shared tests and one Chromium regression).
Shared regression covers two session/weekly accounts plus a monthly-only third account; weekly 10% and 0% yield a 5% average. The browser regression failed before the account-context fix and passes after it. It also reproduces an earlier full-account reset being skipped, then verifies the summary chooses that earliest reset even when it restores 0%.
Before/after below render the actual component in Chromium with the same synthetic accounts. The monthly-only row now fills the width and retains its account name and reset summary. Native mobile interaction was not checked.

Summary
Compact pooled window rows packages/shared/src/usageLimits.ts, packages/shared/src/usageLimits.test.ts
Each window row now contains only accounts that report that window. Tests cover compact rows and pooling accounts with different windows.
Cards show average remaining percentages and account counts when applicable. Reset details identify the next account reset, and account details show projected remaining percentages after reset. Browser coverage and documentation describe the updated display.
