fix(relay): stop delivery attempts from growing the database forever - #26141
The relay database (PS-80, 1 vCPU) is at 100% CPU for 8–9 hours every US working day. Most of its write load comes from relay_delivery_attempts, which takes 1.35M inserts and 1.35M updates a day and is never pruned. PlanetScale Insights puts its insert at 28.5% of all database time: it takes 1.2ms typically, about 15× the other queries, and only 16% of that is CPU. Every insert also updates idx_relay_delivery_attempts_environment, which no query reads and which carries 3 GB of bloat. The table is also why the disk grew from 59% to 70% in a week.
This PR:
Retention: rows untouched for 7 days are deleted from the existing 5-minute cleanup cron. Deletes run in batches of 5,000, at most 4 per run, so draining the backlog adds a bounded load to a database that's already busy. Claims and completions both refresh created_at, so the cutoff is measured from a row's last write. The only reader looks a row up by source_job_id within a 10-minute claim lease, so 7 days leaves plenty of margin.
Indexes: a single-column created_at index replaces the unused 3-column index, so the prune can find old rows without scanning the table.
Two more drops: Insights flags these as never read.
idx_relay_agent_activity_rows_updated (99% bloat). Every one of the 4.3M upserts a day changes updated_at, so while this index exists Postgres can't update those rows in place. The prune on that table doesn't use the index.
Alchemy runs each migration inside a transaction, so the migration can't use CONCURRENTLY. A plain CREATE INDEX on this table would block delivery writes for the whole build. The migration therefore uses IF EXISTS / IF NOT EXISTS. Run these in the PlanetScale console first, one at a time, and the migration becomes a no-op:
CREATEINDEXCONCURRENTLY IF NOT EXISTS "idx_relay_delivery_attempts_created"ON"relay_delivery_attempts" ("created_at");
DROPINDEX CONCURRENTLY IF EXISTS "idx_relay_delivery_attempts_environment";
DROPINDEX CONCURRENTLY IF EXISTS "idx_relay_agent_activity_rows_updated";
DROPINDEX CONCURRENTLY IF EXISTS "idx_relay_environment_credentials_environment";
-- Not part of this migration; Insights recommends it (96% bloat):
REINDEX INDEX CONCURRENTLY "relay_dpop_proofs_pkey";
Deleted rows don't shrink the files on disk. Postgres reuses the freed space, so the disk stops growing rather than getting smaller.
After deploying, check the relay.delivery_attempts.prune_expired span: each run should delete 20,000 rows until the backlog is gone, then about 4,700 per run in steady state. Compare primary CPU at peak afterwards before deciding whether to move to PS-160.
The new tests cover the batching (pruning stops at a short batch, and each run is capped at 4 batches) and the SQL itself. The Worker's db is Alchemy's proxyChain, and a db.select() sub-query renders as nothing inside another query. The first version of this PR hit that on a rehearsal stage: it sent id in returning id and failed on every run. The sub-query is now built with QueryBuilder, the same way EnvironmentCredentials does it. A test runs the prune against the same proxied db the Worker uses; it fails without the fix and passes with it.
relay_delivery_attempts gained 1.35M rows a day and was never pruned; its
insert was 28.5% of database time. Prune rows older than 7 days from the
five-minute cron in bounded batches, index created_at for that, and drop
three indexes Insights shows are never read.

Macroscope's review found this PR requires human approval — This introduces automatic seven-day retention and bounded cleanup of delivery attempts. Human review is needed for the retention-default change, the unanswered concern that earlier cleanup failures can skip pruning, and confirmation of concurrent index preparation before deployment.

Adds seven-day retention pruning for delivery attempts and invokes it from the five-minute worker cron. Updates test fixtures and coverage, and changes PostgreSQL indexes with a matching migration snapshot.

Confirm the impact of dropping idx_relay_agent_activity_rows_updated.
The five-minute cron calls pruneTerminal, which deletes completed or failed rows with updatedAt < updatedBefore. This migration removes the repository-defined index on updated_at, so the delete can require a broader scan. Compare the query plan and expected row count before dropping the index. Retain the index if the scan is material.

Contain delivery-attempt pruning from earlier pruning failures.
When DPoP-proof pruning or terminal-activity pruning fails, Effect.andThen skips the delivery-attempt step. The outer Effect.catchCause only logs the failure and does not resume the skipped step. A persistent earlier failure can therefore leave delivery-attempt rows beyond the seven-day retention period.

The Worker's db is Alchemy's proxyChain, so db.select() inside inArray()
rendered as nothing and every prune failed with `id in returning id`.
Build the subquery with QueryBuilder, as EnvironmentCredentials does, and
test the prune against the same proxied db the Worker uses.

Add the cutoff condition to the prune delete.
pruneExpired filters the outer DELETE only by id IN (subquery). If claimSourceJob refreshes an expired row after the subquery snapshot is taken, the delete can still remove that row. PostgreSQL re-evaluates the WHERE clause on the updated row version, but the IN condition still matches the selected ID. The refreshed claim is then deleted. A retry can insert a new row for the same sourceJobId and claim the job again, which can duplicate delivery. Repeating the createdAt cutoff in the outer WHERE makes the re-check reject the refreshed row.
