feat(server): idle threads can move to another project - #26139
A thread can't move to another project once it exists. A chat started under No project stays there after the work turns out to belong to a real repo, and so does one started in the wrong project. Right now the only way to move one is to quit T3 Code and edit statev2.sqlite by hand (#6857).
Change
thread.metadata.update takes an optional projectId. A move is allowed only when the thread is settled, is not a subagent, has no child threads, and the target project exists.
Requiring a settled thread keeps the change small. Settling already:
refuses while a run is active or queued, or an approval or question is pending
ends PR watches, and a settled thread can't start a new one
disconnects provider sessions and stops idle background work
So the move doesn't repeat any of that. Child threads are refused because they inherit the parent's project and workspace, and moving only the parent would leave them behind.
A move clears branch and worktreePath, because both belong to the old repo. The other pieces were already in place: the projection writes project_id from the event payload, and each turn works out its folder as worktreePath ?? project.workspaceRoot. Old checkpoints keep their recorded cwd, so diffs of past turns still work.
This PR only covers the server and contract. There's no "Move to project…" menu or MCP tool yet. Either can come in a follow-up once the direction is settled.
Scope and approval
Feature request: #6857. No maintainer has approved this direction yet. I'm opening this so there's a small concrete version to look at. Close it if you'd rather design this another way.
Verification
New test in apps/server/src/orchestration-v2/runtimeLayer.test.ts, moves a settled thread to another project:
a settled thread moves, and projectId updates in the thread projection and the shell snapshot, with branch and worktreePath cleared
after a new message unsettles the thread, a move is rejected
vp test run src/orchestration-v2/runtimeLayer.test.ts -t "moves a settled thread"
Tests 1 passed | 89 skipped (90)
vp fmt --check and vp lint pass on the changed files, and tsc --noEmit passes for apps/server.
Not checked:
Child-thread refusal: no test of its own, because creating a child needs a fake provider run that this test file doesn't set up.
Failed worktree setup: if a settled thread's last run failed worktree setup, a later queue_after_active message is held after a move, just as it is without one.
Real session resume: a real Claude or Codex session resuming after a move. If the transcript isn't in the new folder's ~/.claude/projects/<slug>, Claude falls back to its existing fresh-session-plus-handoff path.

thread.metadata.update accepts an optional projectId. The orchestrator
rejects the move for subagent threads, missing or deleted projects, and
threads with active or queued runs or pending requests. A move clears the
branch and worktree and detaches live provider sessions, so the next turn
restarts in the new project's folder.

Macroscope's review found this PR requires human approval — Adds idle-thread project moves with destination validation and provider-session detachment. The unresolved finding identifies descendant threads left behind and potentially deleted with the old project; their preservation needs resolution.

thread.metadata.update now accepts an optional project ID to move an idle thread. The orchestrator validates the move, updates project and workspace fields, removes pull-request watches, and detaches provider sessions when the workspace changes.

Summary
Validate and apply project reassignment packages/contracts/src/orchestrationV2.ts, apps/server/src/orchestration-v2/Orchestrator.ts, apps/server/src/orchestration-v2/runtimeLayer.test.ts
The command accepts an optional projectId. The orchestrator validates the target project and rejects moves for threads with disallowed states, including active runs and pending work. On a project change, it updates the project ID, clears the branch and worktree path, removes pull-request watches, and detaches provider sessions. Tests cover a successful move and rejection during an active run.

Explanation
The description follows the template with Problem, Change, Scope and approval, and Verification sections, and it is detailed and specific. It clearly explains why a thread needs to move projects, how the server rejects unsafe moves, and what is out of scope. It states that no maintainer has approved the direction, which matters for the template's Scope and approval requirement. Verification lists a focused test and results, and it names what was not checked. Two points are incomplete. The Scope and approval section links feature request #6857 but does not link a triaged bug issue or maintainer approval, and the description says so openly. The PR title is not in the description, so the conventional commit title check cannot be confirmed from this text. The template also asks for the model and harness at the end, which the author provided in the note.

Test reassignment after a provider session exists.
The current test moves the thread before any provider session exists. It cannot catch a regression in session detachment or a later turn using the source workspace. Add focused coverage that completes a run, moves the idle thread, drains OrchestrationEffectWorkerV2, and asserts that the next turn uses the destination workspace.

Make the move detach conditional on the original attachment.
The queued detach can run after a subsequent turn attaches. For multi-thread providers, it selects every running provider turn in the moved thread's projection with the reused provider session ID. It interrupts those turns, removes the current attachment, and may unload its native threads.
The interrupted replacement turn can end provider event ingestion without a root terminal. RunExecutionService then interrupts it for runtime restart and writes a failed terminal with provider-failure status. A failed interrupt leaves the stored turn running for retry on the next start.
Pass an attachment generation or session-instance identity with the detach request. Make the detach a no-op when the current attachment does not match. This is a localized correction to the detach request and ProviderSessionManager.detach.
The race can fail one replacement turn, but the recovery is bounded and retryable. The inspected path does not establish data loss, a persistent outage, or a broad blast radius, so the minor classification is accurate.

Add a focused test for unresolved worktree preparation.
The move test does not exercise this new rejection path. Add a service-level test that rejects a move after worktree preparation fails, then accepts the move after the supported recovery path resolves it. This protects the queue-hold behavior that prompted the guard.
Based on learnings, “Backend behavior changes ship with focused tests for that behavior.” As per path instructions, “Test behavior through the service, using test layers only for external dependencies and not mocking the logic under test.”

Add a child-thread move case that isolates the child-thread guard.
The move test does not create a parent-side subagent record with a non-null childThreadId. Seed that linked child state while the parent has no blocking run, then dispatch thread.metadata.update with projectId. Assert OrchestratorDispatchError and the unchanged projectId.
Do not call delegated_task.request immediately before the move. That path requires and preserves an active parent run, so the existing active-run guard would reject the move first.

Clear the old branch pull request on a move.

Adds cross-project rehoming of settled top-level threads through thread.metadata.update, changing workspace ownership and clearing branch/worktree metadata. This is a new thread lifecycle operation rather than a focused repair or configuration option. The PR explicitly says no maintainer has approved it; all eight comments and replies in linked proposal 6857 contain user requests but no maintainer scope approval.
submission evidence: "No maintainer has approved this direction yet."
Obtain explicit maintainer approval for the project-move semantics, restrictions and workspace/session effects, then link it.
