fix(web): New design dark mode puts emphasis on what matters - #25600
In the New design's dark theme, emphasis doesn't follow importance. Bold headings in responses read dimmer than the body text around them. Settings sections read dimmer than the descriptions they lead to. A zero deletion count is red, passing checks are green, and a brand-new file gets a solid bright stripe. The panel toggles in the header look the same open or closed, so you can't tell whether the sidebar is showing.
Change
Each surface is re-ranked so the important thing leads and secondary things step back. Everything is scoped to [data-redesign], so the classic design is unchanged. The numbers match the markers in the screenshots.
Response text: body copy steps down slightly, and bold labels and headings take full foreground, so they lead again.
Composer controls: model, effort and access pickers use muted text, so they sit behind the prompt.
Thread details card: control rows use muted text and brighten on hover.
Sidebar: read thread titles step down to foreground/65, and --secondary-label goes from #8f8f8f to #737373, so metadata sits below titles.
Working row: a running thread no longer inherits the dimmed row opacity (not visible in these captures).
Provider glyph on sidebar rows is gray instead of colored.
Settings nav: sections use the sidebar's muted foreground instead of /80 (text 132 to 161, matching the row descriptions).
Pull request group header: label and count use muted text, and the count drops to normal weight (label 4.3:1 to 8.1:1, count 2.6:1 to 4.8:1).
Passing checks: the bare check icon on PR rows is gray when everything passes. Failing and pending keep their colors.
Zero counts:+0 and -0 in diff stats are muted instead of green and red.
Addition bar: the diff's solid addition bar drops to half opacity through a new --diff-addition-bar-opacity variable, matching the dithered deletion bar, so an all-new file isn't a bright stripe.
Panel toggles: a closed panel's toggle has a muted icon. An open one gets a full-strength icon on a visible fill, so it no longer looks the same as hover.
Scope and approval
There is no prior issue. This is one problem, the New design's dark theme putting emphasis in the wrong places, fixed as small color and weight adjustments on the surfaces where it shows up. There are no behavior, layout or data changes.
Verification
vp run check:changed: format, lint, knip, typecheck (30 packages) and tests (80 files, 2268 tests) all pass.
Captured the same screens at 1280x800 in dark mode, on this branch and with the changes stashed, against a dev server seeded from real data. Text values above are measured from those captures.
Not checked: feat: Github Integration #5 needs a running agent, which the seeded data didn't have. I also didn't check light mode or custom themes. The CSS targets html.dark[data-redesign] or [data-redesign], and the toggle rules use theme variables.
In the New design's dark theme, secondary text often outranked primary
text: bold labels read dimmer than body copy, settings sections dimmer than
their descriptions, zero counts and passing checks in alert colors, and
open panel toggles looked the same as closed ones.
Re-rank those surfaces so emphasis follows importance. All changes are
scoped to the New design.
Macroscope's review found this PR requires human approval — This PR makes a focused set of dark-mode hierarchy and emphasis changes across the chat, sidebar, settings, pull-request, and diff surfaces. Because the New design is enabled by default, the changes alter the out-of-box product appearance and warrant human review.

Move app-owned redesign selectors into component styles.
The settings navigation and panel-layout rules style regular application controls from index.css. Add the styling in the owning components, or expose a shared variant or slot for these controls. Keep global CSS for generated Markdown, imperative DOM, runtime theme variables, animations, and integration styles.
As per path instructions, apps/web/src/**/*.{tsx,css} must follow docs/internals/web-ui.md, which reserves global CSS for cases component classes cannot express.
