fix(web): keep tool groups collapsed after a usage-limit pause - #24937
When a turn stopped on a usage limit, the timeline treated it like any other failed turn and listed every tool call on its own row instead of the usual collapsed group. Long turns turned into long lists nobody asked to expand.
Now a run whose only failure is a usage limit keeps its tool groups collapsed, with the usage-limit row still shown under them. Other failures keep the current itemized view. The fix is in the web timeline, so it covers web and desktop.
Before (main at 5b35402): the usage-limited run lists each command on its own row. The provider-error run is itemized too.
timeline-main.mp4
After (this PR): the usage-limited run shows "Ran 3 commands" with the usage-limit row under it, and clicking the group still lists all three. The provider-error run is still itemized, unchanged from main.

Testing
Head 244a95f03e2443d2fb54be4853597b57d21f047d, physical corex (Linux), headless Chromium 1.60 (Playwright) at 1280×800, recorded with Playwright and converted to MP4 with ffmpeg.
vp i, then vp run dev --no-seed in a fresh worktree with its own .t3. A real usage limit can't be triggered on demand, so I seeded two test threads straight into the projection tables, built from the row shapes of a real Claude run that hit a usage limit, with all IDs and text replaced: a user message, 3 command executions, then a terminal error item with failure.classusage_limit (code api_error_429) in one thread and provider_error in the other.
"Before" is the same server with MessagesTimeline.logic.ts checked out from the merge base 5b35402, picked up by Vite; "after" restores the PR's file.
vp run check:changed passes. The usage-limit regression in MessagesTimeline.logic.test.ts fails on main and passes here.
Revalidation after updating main
Head 1ad4e364b41749684fc3aa96fee151a531482a13, rebased onto main 783581d461dc72cdd8f78fc8abb4ad536dfc4547, physical corex, Linux, Node 26.12.1.
Folded the standalone regression into the existing failure table, removing 54 lines of duplicate setup. The three rows cover historical provider errors, historical usage limits, and a latest usage-limit run with three collapsed commands. No production behavior changed in this update.
The consolidated latest usage-limit case fails against current main because the collapsed group is missing. Restoring the fix makes all 90 timeline tests pass.
vp run check:changed passed format, lint, both knip passes, affected typechecks, and all 90 timeline tests. Independent review found no correctness issues; its shared-fixture suggestion is addressed.
The recordings above are the original reproduction at 244a95f. The production patch is unchanged by the rebase. Windows remains unverified; mobile is outside this web/desktop fix.

Explanation
The description covers the problem (usage-limit turns itemized instead of collapsed), the change (usage-limit-only runs keep tool groups collapsed with the usage-limit row shown; other failures stay itemized), and a detailed verification section with environment, seeded data, before/after recordings, and a revalidation note. It follows the template's Problem, Change, Verification sections. The Scope and approval section is only partly addressed: it links issue #24918 via 'Closes #24918' but does not explicitly give the triaged issue approval or maintainer direction comment, and the template asks for that. The description is otherwise complete and specific, so it passes overall.

Add a historical multi-command usage-limit regression case.
The historical test uses only one command, so it cannot detect whether multiple preceding commands remain grouped. The changed test covers grouping only when the failed run is latestRun. Add a historical projection with multiple commands, a newer completed latestRun, and assertions for the collapsed group and visible usage_limit warning.

Checked the historical grouping suggestion. The multi-command historical case passed at 4609112, with a newer completed run and assertions for the collapsed group and visible usage-limit warning. 244a95f simplifies only the tests; the renderer is unchanged, and current CI passes.
The classifier reads persisted failure items for every run, independently of which run is latest. Existing historical tests still check failure visibility. Treating this as optional additional coverage and keeping the deliberately simplified regression test.
If a command fails before a usage-limit error, this check records only the usage-limit failure. The run then loses itemization, and the failed command can be hidden in a collapsed group. Count failed tool entries in otherFailures before excluding the run. Projected failed tools carry toolLifecycleStatus: "failed". (raw.githubusercontent.com)

@coderabbitai, not taking the outside-diff finding on MessagesTimeline.logic.ts:1000 (keep runs with failed tool items itemized). A failed command has tone tool, so in any run that didn't fail it already sits inside a tool group, and the group expands to show it. This PR makes a usage-limit pause match that, because the limit is what stopped the run and its row stays visible under the groups. A command that failed earlier isn't why the run stopped. Runs that failed for any other reason stay itemized as before.

@shivamhwp Agreed. I withdraw the finding on MessagesTimeline.logic.ts, Line 1000.
The classifier checks top-level failed error items, not failed tool commands. A usage-limit-only run keeps its tool groups, while the usage-limit row remains separate and visible. Other run failures still cause itemized rendering.
An earlier failed command does not justify changing that behavior. No change is needed for this finding.
📝 I couldn't check this conversation for new learnings, so no new learning was saved.
A usage-limit failure itemized every tool call in its run, so collapsed
groups expanded into long lists. Usage-limit runs now keep their tool
groups while the limit row stays visible on its own; other failures
still itemize the run's work.

Cover the historical usage-limit group with three commands.
The historical usage-limit run is not itemized. With three completed commands, it produces one collapsed work-toggle with hiddenCount: 3, followed by a separate visible failure. The current historical fixture has one command, so it cannot detect itemization because a single grouped entry is rendered as a plain work row.

Failed runs were excluded from turn folding and their entries itemized, so
a failed turn rendered one row per tool call, thinking block, and
notification. Only usage-limit pauses kept a group, because pingdotgg#24937 skipped
itemizing them; every other failure exploded.
Drop the carve-out: failed turns fold, group their work behind the usual
toggle when expanded, and never hide the failure card itself.
