Problem

A fresh watch_pull_request wakes the thread for checks that had already passed (or failed) before the watch started. A new watch starts with no head, and the evaluator treats the first head it sees as a change, so existing check results and merge conflicts are reported as news.

Change

In pullRequestWatch.ts, the first read that has a head SHA records the current checks and conflict state as the baseline without notifying. Later pushes, reruns and new failures still notify, and comments posted after the watch starts still wake the thread. Resumed watches keep comparing against their saved state.

Scope and approval

Fixes #22184. The issue isn't triaged yet; this is a small, focused fix of the obvious bug it describes (about 10 lines in one function, plus tests).

Verification

  • New evaluator tests in pullRequestWatch.test.ts and a runtime test in runtimeLayer.test.ts fail without the fix and pass with the fix. The runtime test shows no notification on the first green read, on unchanged reads, or after a reactor restart, then one notification per later push.
  • vp run check:changed passes: 107 tests, format, lint, knip and typechecks.
  • Not checked: live GitHub polling.

Code by gpt-6.1-sol (xhigh) in Codex CLI. PR description written with Claude Code (Opus 5.5).

Approvability

Verdict: Approved at f515485

Macroscope's review found this PR approvable — This is a small, self-contained server bug fix that baselines existing pull-request checks and conflicts when a watch starts, while preserving notifications for later changes and comments. Unit and runtime tests cover the new baseline and restart behavior.

Walkthrough

A pull-request watch records existing checks and conflicts as baseline state. It suppresses notifications for those states while the baseline is pending. The watch retains a known head SHA when a read omits one. Tests cover later changes, reactor restarts, and incomplete comment pagination.

Changes: Pull request watch baseline

Layer / File(s) Summary
Baseline state and evaluation
packages/contracts/src/threadPullRequest.ts, apps/server/src/orchestration-v2/pullRequestWatch.ts, apps/server/src/orchestration-v2/pullRequestWatch.test.ts
ThreadPullRequestWatch adds an optional awaitingBaseline field with "all" and "checks" values. The evaluator suppresses check notifications while a check baseline is pending and conflict notifications while the "all" baseline is pending. It retains a known head SHA when a read omits one. Tests cover baseline states and later check, conflict, and remark changes.
Watch restoration and runtime scenarios
apps/server/src/orchestration-v2/Orchestrator.ts, apps/server/src/orchestration-v2/PullRequestWatchReactor.ts, apps/server/src/orchestration-v2/runtimeLayer.test.ts
New watches start with awaitingBaseline: "all" when no ended watch exists. Otherwise, they carry forward the ended watch's baseline status when present. Watch equality includes awaitingBaseline. Runtime tests cover initial sweeps, later head changes, reactor restarts, and incomplete pagination.

Full details: Linked Issues check

Explanation

Issue #22184 requires that a new watch treat the current head, checks, and reviews as its baseline. The thread must wake only for later changes.

Evidence at head (whole-PR diff, merge base to 780c52f) for apps/server/src/orchestration-v2/pullRequestWatch.ts:

  • A new watch carries awaitingBaseline: "all". On the first read, checksBaseline is true, so checks-failed and checks-passed changes are not pushed. The first read's state is stored as the new baseline.
  • conflicting is not pushed while awaitingBaseline === "all". An existing conflict is recorded silently.
  • A read without headSha keeps watch.headSha. A later head SHA therefore does not count as a move unless the previous known SHA differs. This preserves the baseline across reads that omit the head.
  • If the first read lists no checks, the watch stores awaitingBaseline: "checks". The next read that lists checks sets the check baseline.
  • Reviews and comments: the runtime and evaluator tests show that remarks older than the watch baseline are not reported. Remarks after the baseline are reported (test "reports remarks after the watch started while baselining checks and conflicts"). Full coverage depends on how remarksThrough is initialized for a new watch in Orchestrator.ts. The Orchestrator.ts diff could not be read in this review, so that initialization is taken from the prior assessment and the test evidence, not from a direct read at head.
  • Later failures, passes, conflicts, and remarks still notify after the baseline (tests cover each).

Residual behavior to note: when the first read lists no checks, failures that appear on the first listed read are not reported (test "takes the check baseline from the first read that lists checks" states that the failure "may predate the watch"). The issue asks for wakes only on changes after the watch starts. The code treats that first listed state as baseline. This is a documented design choice in the tests, not an unmet requirement for the issue's stated expected behavior.

No non-coding requirements apply to this issue. The coding requirements are covered by evaluator and runtime tests.

Full details: Out of Scope Changes check

Explanation

All changes support the watch-baseline behavior described by #22184:

  • pullRequestWatch.ts: head retention when headSha is omitted, the awaitingBaseline gating of check and conflict notices, the no-checks clock for "all" baselines, and the "checks" marker. All are direct parts of the baseline logic.
  • packages/contracts/src/threadPullRequest.ts: optional awaitingBaseline field needed to persist baseline state across reactor restarts.
  • PullRequestWatchReactor.ts: watchesEqual compares awaitingBaseline, so a baseline change is saved and detected.
  • Orchestrator.ts (per the change summary, not read directly): a restarted watch inherits awaitingBaseline or defaults to "all". This matches the baseline purpose.
  • Tests in pullRequestWatch.test.ts and runtimeLayer.test.ts: they exercise baseline, restart, and later-change behavior. The runtime test expectation changes (owed advisory checks, paginated comment reads with incomplete data) are tied to the same head-retention and baseline logic.

No unrelated product behavior was found in the readable evidence. The Orchestrator.ts diff and the runtime test diff were not readable in this review, so those parts rest on the change summary.

A first read without a head SHA left the watch looking fresh, so the next
read that brought a SHA was treated as the baseline and swallowed new
check failures.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Keep the baseline pending after an empty check read.

When the baseline poll returns detail.checks.length === 0, both notification guards are skipped. The returned next state then drops awaitingBaseline. A later non-empty poll can therefore report a pre-existing failed or passed check as new. Line 45 already states that an empty list can represent a failed check read.

Preserve awaitingBaseline until a non-empty check snapshot is processed, and add a regression test for this sequence.

An empty check list can be a failed check read, so it no longer ends the
check baseline. Conflicts still take theirs from the first read, so a pull
request without checks keeps reporting new conflicts.

merged current main (3368dd70f2) into the existing contributor branch without rebasing or force-pushing. head: 7bb93ed5109c58e00a0a6bae469abeb39d81ce8b.

the conflict resolution keeps the silent initial check/conflict baseline and main's renewed conflict notification after a push, including an intermediate unknown mergeability read. the pr remains six files; no unrelated changes or new test files were added.

verification this run:

  • blacksmith vp run check:changed 3368dd70f20cb192b68895494a4a73455524fb76 passed: format, lint (zero warnings/errors), both knip passes, graphql, 36 package typechecks, and 165 tests across six existing files.
  • direct evaluator replay: initial and unchanged conflicts stayed silent; a new head reported passing checks; its confirmed conflict reported once; the unchanged conflict stayed silent.
  • both independent read-only reviews approved the final head with no findings. prior bot findings are already addressed and their github threads are resolved.

unverified this run: live provider turns and client notification delivery. the earlier real-client verification comment remains available below. no ui changes were made.

model: gpt-6.1-sol; harness: codex.

final ci: all 28 git.cafe check contexts are successful, with zero pending or failing; github's CI workflow completed successfully. github and git.cafe report the head mergeable. inapplicable preview/native checks were skipped normally. left open for maria to review and merge.

Verified in a real dev environment

verified as-is at 780c52faf8ac01753b18ec6a69ba70159e5dfcfb on linux. no code changes or pushes were needed.

  • reproduced on github/main (40d335a7ba) in a separate worktree: the first live git.cafe poll emitted #23522: checks passed for six pre-existing checks and started an extra real codex turn.
  • checked out the exact pr head, installed dependencies, and started its dev server only after stopping main's captured process group. created projects and threads through the real web app, using playwright from the repo, /usr/bin/google-chrome, and codex gpt-6.1-sol. no mocks, fixtures, or replay provider.
  • on the pr, codex called watch_pull_request. the first live git.cafe poll recorded the same head and six checks, cleared awaitingBaseline, and produced no notice or extra turn.
  • also exercised the github host through a real codex tool call. it recorded the five existing action_required workflows as failed checks without issuing a false failure notice.
  • clicked Stop, resumed through codex, and restarted the dev server against the same isolated state. both baselines survived; unchanged checks stayed quiet. the three manual pr turns remained the only provider turns.
  • both existing focused suites passed through blacksmith-check: pullRequestWatch.test.ts and runtimeLayer.test.ts, 121 tests total.

short server transcript

main: pre-existing checks produce a notice and an extra codex turn

Not verified

live new pushes, check reruns, newly introduced conflicts, and comments from another account were not manufactured on this contributor pr. existing evaluator/runtime coverage for these transitions passed. native mobile and electron clients were not exercised on this linux web verification pass.

upstream CI and preview workflows remain action_required, awaiting fork-workflow approval. the focused blacksmith tests passed; this does not claim upstream CI is green. no labels, approvals, merges, rebases, or force-pushes were performed.
