fix(server): Claude --settings launch args merge with T3's settings instead of being dropped - #22864
Setting --settings '{...}' or --settings path.json in the Claude launch args did nothing. The Agent SDK replaces that flag with the settings T3 builds (model options, auto-compaction, thinking summaries), so the user's settings never reached Claude and nothing said so.
The Claude adapter now reads --settings itself. A value that starts with { is inline JSON. Anything else is a file path relative to the thread's cwd. The result is the base of T3's settings, so user keys survive and T3's keys win on conflict (top-level merge). The flag is removed from extraArgs. Only the Claude adapter's turn path changes. No other provider or client is touched.
Behavior to know:
A bad value now blocks the turn. A missing value, bad JSON, or an unreadable file fails the turn before Claude opens, with a ClaudeSettingsLaunchArgError. This matches the Claude CLI and --append-system-prompt-file. Before, the flag was dropped silently.
No secrets in errors or logs. User settings can hold credentials (an env block). The native protocol log records only the setting key names. Any value that starts with { is read as inline JSON, even when it is malformed, so it never becomes a file path in the error text. The Claude CLI also wants a closing }. Without this rule, a truncated inline value would be shown in the error.
Full access respects --settings.resolveBypassAvailability now also reads permissions.disableBypassPermissionsMode and disableAutoMode from --settings. So T3 shows the right mode and the downgrade notice, instead of asking Claude for bypass that it then refuses.
Tool search respects --settings. An env.ENABLE_TOOL_SEARCH in --settings now beats local, project, and user settings files, as it does in Claude Code.
Not in this PR:
Text generation (titles, branch names, commit messages) still ignores launch args: #25017.
The composer skill list does not read skillOverrides from --settings. Claude still applies the override when the skill runs.
Proof: in ClaudeAdapterV2.test.ts, the inline and file merge cases fail on main and pass here. The logging test fails without the key-only log. The truncated-inline-JSON error case, the --settings bypass case (real SDK resolveSettings), and the --settings tool search case each fail without the fix commit and pass with it. The full file passes (241 tests) and vp run check:changed passes. Not checked: a real Claude CLI session with --settings.
Macroscope's review found this PR requires human approval — This production fix makes Claude --settings values effective, including settings that can contain credentials, and changes permission and tool-search behavior. Although the scope is focused and tested, the sensitive-data and runtime-policy implications warrant human review.

Walkthrough
Claude launch arguments now support inline or file-based --settings. ClaudeAdapterV2 merges decoded settings beneath T3 settings, removes the raw argument before SDK query creation, protects settings logs, and reports settings errors through pre-prompt failure handling.
A tagged error and reader handle inline JSON, cwd-relative settings files, and invalid or unreadable values. Tests cover missing files and malformed JSON.
Integrate settings into query creation apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.ts, apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.test.ts
openQuery validates settings before replacing a live query and passes decoded settings to the SDK. Query options remove the raw --settings argument. Settings logging records keys without values. Tests verify merge precedence, argument removal, and protected logging.
Apply settings to policy overrides apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.ts, apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.test.ts
Launch settings affect bypass availability. Launch env.ENABLE_TOOL_SEARCH takes precedence over settings files and the process environment. Tests cover both behaviors.

Issue 25017 concerns Claude text generation ignoring launch arguments, including --settings. The issue notes that text generation is outside the adapter turn path covered here.
Malformed launch settings can expose a credential in a turn failure. Keep the raw argument out of failure messages before merging.

Explanation
The title names the main change: Claude --settings launch args now merge with T3's settings instead of being dropped. It uses the conventional commit prefix fix(server), and the raw summary confirms the adapter now reads --settings and merges it beneath T3 settings. The title is specific and matches the changeset.
Full details: Description check
Explanation
The description follows the template sections: Problem, Change, Scope and approval, and Verification. It explains the bug, the merge behavior, and the failure rules for bad values. It links issue #15073 and lists focused test results. The Scope and approval section is thin. It links the issue but does not show a maintainer approval comment. The description also includes a council review table and a Claude-generated footer, which the template does not request. These gaps are minor and do not make the description largely incomplete.

Explanation
[#15073] The Claude adapter now reads --settings as inline JSON or a cwd-relative file. It merges user settings beneath T3 settings, removes settings from extraArgs, and preserves T3 precedence. Invalid, missing, or unreadable values raise ClaudeSettingsLaunchArgError before Claude opens. Tests cover merging, argument removal, errors, key-only logging, bypass restrictions, and tool-search precedence.
Full details: Out of Scope Changes check
Explanation
The changes remain within [#15073]. ClaudeAdapterV2.ts implements launch-argument parsing, merging, error handling, redacted logging, bypass handling, and tool-search handling. Related tests and error classification in ProviderTurnStartService.ts and failure.ts support that behavior. No unrelated provider or client changes are identified.

The Agent SDK replaces a --settings launch argument with T3's own settings,
so the user's settings never reached Claude. Read the flag the way the CLI
does (inline JSON or a file path) and merge it beneath T3's settings.

Keep JSON-like input out of path errors.
If --settings starts with [ instead of {, readClaudeLaunchArgSettings treats the complete value as a file path. ClaudeSettingsLaunchArgError.message includes that path, so the credential can reach the user-facing failure and persisted turn state. Reject JSON-like non-object input without copying the raw value into path or the error message.
