perf(mobile): reduce move-menu index allocations - #16256
Conversation
ApprovabilityVerdict: Approved at Macroscope's review found this PR approvable — This is a small, self-contained performance refactor that replaces intermediate collection allocations with equivalent loops in the mobile move-menu calculation. It preserves existing behavior, has no product-default or static-analysis changes, and is covered by parity tests. Notes:

Home rebuilds move-menu availability while threads stream. Its index construction allocated several full-size intermediate arrays for every section, even when only a handful of threads could move.
Build the existing indexes with loops, reuse each scoped ID, and use the position map for visible membership. This removes temporary arrays and a redundant Set. No cache or deferred menu state is added; move planning and duplicate-ID behavior stay the same.
Release measurements
Two alternating before/after pairs on iPhone 17 Pro, iOS 27 simulator. Home visible with 1,210 thread shells; five streams at 20 Hz for 15 seconds, 1,500 events per run. Each run restores the same server snapshot and app cache. Optimized Release native executable, Hermes
-O,dev=false, no Metro server. Source-map comparison confirms onlythreadOrder.tsdiffers. Baseline fbb9943, candidate 510e5bb.Mean process CPU fell from 4.85 s to 4.71 s, about 3% for this workload. Move-availability samples fell about 58%. Two pairs are limited evidence, not a confidence interval. Samples are not milliseconds; process CPU includes native threads and profiler overhead. No whole-app latency or battery claim.

Verification
117 focused tests across move availability, list construction, drag gaps and order state pass. This includes 4,000-seed planner parity and adversarial hidden-key cases. Targeted lint and mobile typechecking pass. The index loops retain last-key/last-index Map semantics and reserve keys only after the final per-ID key is known.
Shared iOS/Android Home logic; runtime measurements are iOS simulator only. No server, protocol, provider, web or desktop changes. Unrelated widget edits are excluded. No visible UI change is intended.
