Create initial storybook pipelines for desktop platforms #4279

Goal

Create the initial desktop Storybook pipeline foundation, starting with build/bundle validation rather than full production E2E qualification. Parent: #4275.

Status - 2026-10-01

Completed; remains closed. The original milestone was closed by PR #4280 on August 26, 2026.

Current repository state

• PR Add pipelines for storybook runs #4280 delivered the initial macOS Storybook pipeline foundation.
• PRs Infrastructure: land the public desktop driver #4294/Infrastructure: add native desktop driver providers #4306 subsequently delivered Windows Fabric and Win32 Paper smoke jobs, shared orchestration, and source-built native providers.
• PRs Add wdio test support in stories #4313/Fix desktop focus management and accessibility action handling #4314 added named executable WDIO cases and focus/Keyboard navigation improvements.
• All three current desktop Storybook PR jobs execute stories-and-tests and retain native/command diagnostics; all passed in run 36927750317.

The build/pipeline foundation is delivered. Later qualification, missing native coverage, and required promotion are separate outcomes, not reasons to reopen this initial milestone.

Follow-up

#4349 owns authoritative required native CI and operations. #4342/#4344/#4346 track discovered reporting, catalog-crash, and native-state bugs. #4328 owns the future advisory visual-comparison layer.
