Import leads IAM group into terraform

Overview

During onboarding it has been seen that the ops-leads IAM group has not been found in terraform. This task is to import the group into terraform

Action Items

• 1. commit import statement
• 2. Run the code to create the resource
• 3. Delete the import statement to clean up the repo after the import is complete
