"PromptScript does not support global skill installation"

When doing agents-cli setup, we use npx skills to install / update skills. Even if successful, users may see some errors like google-agents-cli-adk-code → PromptScript: PromptScript does not support global skill installation.

This is directly caused by vercel-labs/skills#1352.

Other than the noise, this should be harmless. (Everything else should continue to install normally and successfully).

For now, we've rolled back the version of npx skills we are using to 1.5.9, which doesn't get these errors. This fix is available in agents-cli 1.3.1.

Verified this against the repo source at both tags.

In src/google/agents/cli/_skills_check.py:28, the npx skills package is pinned via SKILLS_NPX_PACKAGE:

• v1.3.0 (broken): SKILLS_NPX_PACKAGE = "skills@1.5.18"
• v1.3.1 (fix): SKILLS_NPX_PACKAGE = "skills@1.5.9"

with the comment # Pin the skills npm package to avoid executing an unverified version.

The release v1.3.1 is published (2026-08-04) and the pin is rolled back from 1.5.18 to 1.5.9 exactly as described, which avoids the PromptScript does not support global skill installation errors from vercel-labs/skills#1352.

One note for anyone installing via npm: the agents-cli package on the npm registry currently shows 0.1.3 (the GitHub release is tagged v1.3.1, which is a separate version scheme from the npm publish). So "available in agents-cli 1.3.1" refers to the GitHub release, not the npm version number. If installing from npm, confirm the 0.1.3 build carries the skills@1.5.9 pin, or pull the v1.3.1 release directly.
