The copilot cli MCP config file is documented as the wrong directory

What article on docs.github.com is affected?

The copilot cli docs today say:

Details of your configured MCP servers are stored in the mcp-config.json file, which is located, by default, in the ~/.config directory. This location can be changed by setting the XDG_CONFIG_HOME environment variable.

However when I do this, copilot does not find the MCP server, and when I used /mcp add it put it in ~/.copilot/ instead

Define the correct default and override logic for where to put the mcp config file for copilot cli
