Systemic enforcement of proper error handling

We need a systemic way (like a lint rule) to enforce proper error handling so we never have drifts like the following:

• fix(telemetry): add debug logging to silent catch blocks in completion-telemetry #1459
• fix(seer): add debug logging to silent catch blocks in seer-trial #1460
