Outlook MCP: add create_mail_draft / create_reply_draft (Graph draft, no immediate send)

Summary

The official Outlook plugin can read mail and send immediately (send_mail, reply_to_mail_message), but it does not expose Microsoft Graph draft APIs. Gmail MCP already has create_draft / update_draft. Outlook users need the same safe pattern: agent prepares a draft → user reviews in Outlook → user sends.

Problem

• reply_to_mail_message sends immediately (per tool description).
• There is no create_mail_draft tool (create_mail_draft → tool not found on plugin-outlook-outlook).
• Without draft tools, agents cannot create a reply in the mailbox Drafts folder with attachments for human review.

Requested tools

1. create_mail_draft — create draft message (isDraft: true) with to/subject/body and optional attachments.
2. create_reply_draft / create_reply_all_draft — Graph createReply / createReplyAll with comment; returns draft id; does not send.
3. update_mail_draft (optional) — update draft fields/attachments.
4. send_mail_draft (optional, explicit opt-in) — send by draft id; otherwise users send from Outlook UI only.
