Add Tencent Cloud COS (cosn://, cos://) FileIO support via fsspec

Add support for [Tencent Cloud Object Storage (COS)] as a storage backend for PyIceberg, using the fsspec-compatible cosfs library. This enables reading and writing Iceberg tables stored on COS via cosn:// and cos:// URI schemes

Is COS S3-compatible? It would be awesome to use the built-in S3 compatibility instead of taking on a new dependency.

Hi @rambleraptor, thanks for the guidance i have tested the S3-compatible approach using PyArrowFileIO with the Tencent COS endpoint, and it works perfectly without needing any extra cosfs dependency

I will update my PR to use the existing S3FileIO logic and simply ensure that the user can configure the endpoint_url for Tencent COS. I will push the updated changes shortly....
