Summary
Re-opened from #26439 (closed by base-branch deletion when #26438 merged).
Locks the invariant that when `OPENCODE_WORKSPACE_ID` is set, the configured workspace ID wins over any `?workspace=...` query parameter; the request stays Local with the raw directory.
