Replace `waitForAngular` with Blocking Proxy #4064

Ideally, blocking proxy would do everything, and Protractor the waitForAngular function wouldn't be run when blocking proxy is being used. I believe the only thing holding this up is plugins (see #4063), though this will get more complicated pending https://github.com/angular/protractor/projects/3
