Empty toggle list doesn't allow drag and drop #2109

When you create a toggle list it's empty.

Only after you can drag and drop blocks inside it.

If you’re on a toggleable block (whether a toggle list or a toggle heading), then you can’t press the down arrow anymore.
Nothing happens when you do that; the cursor is stuck.
I managed to write a custom extension that triggers on the down arrow to do the same thing that the click handler does when you click on the empty block (create a new empty block then move the cursor into it), but this should be default behavior.
The fact that this empty toggle block is a block in appearance but not in behavior is the root of the issue here. You can’t move your cursor into it or drop blocks into it. This breaks the user’s expectations.
