Syncs pingdotgg/t3code main through fa31b66 into the fork, including current fork main af569b0.

Resolves the server, provider, web/mobile, device discovery, and packaging conflicts without dropping project memory, conversation summaries, Loom/code intelligence, pstack, Traex, account pools, or linked-environment behavior. Integrates managed policy, per-thread Codex environment, batch PR tools, and compile-cache packaging. Fixes the merge-specific command runner, permission fixtures, model-chip fixtures, and Codex account path handling.

Verification: changed tracked formatting/lint, knip, GraphQL, all 40 affected-package typechecks, compiler coverage, and packaging tests pass. Owning-package focused suites passed (server: 3401 passed with one Codex-home failure subsequently fixed and rechecked; desktop 422; mobile 435; client-runtime 372; contracts 85; web unit 1461 and browser 474; eval grader 411). Latest focused integration recheck: 97 tests pass. Root check:changed previously hit a Vite dependency-optimizer/browser reload; independently verified the affected tests from owning packages, with another root run underway. Paid evals were not run because no credentials are configured; offline eval validation passes.

The committed context budget is the exact measured total including fork tools and upstream batch tools, not an arbitrary ceiling. Requires the agent-context-increase label to accept upstream tool growth.

No installed app, live userdata, or running server changes.

Late check:changed result audited: 434/437 test files passed (8,480 tests). The three failures were the pre-fix Codex-home path case, a loopback peer probe, and the 6,000-file Git fixture timing out during overlapping runs. All three files were then run in isolation from apps/server on current head f51d4ed: 280/280 tests pass, without retries or timeout changes. A final check:changed pass is now running with --concurrency 1 to avoid overlapping loads. Merge remains gated on passing verification and CI.

Final verification on PR head f51d4ed is fully green: vp run check:changed origin/main --concurrency 1 exited 0. All selected 438 test files pass, along with 40 affected-package typechecks, tracked formatting/lint, knip, GraphQL generation checks, native addon build, node:test, and React Compiler coverage. No retries, test skips, or increased timeouts were introduced. Remote main remains af569b0 and the sync branch contains both it and upstream fa31b66. Awaiting GitHub CI (currently pending) before the authorized merge.

Addressed the Client and package tests failure with 38ef969.

CI exhausted the 15s test budget during the final Next page click (238ms remained). The test combined scroll/zoom restoration across reloads, fit-width restoration, first-page zoom restoration, and different-document reset. Split the last independent scenario into its own focused case, preserving every existing assertion and keeping the same timeout. No retries or skips, and no production UI change.

Validation: both focused PDF cases pass; the complete attachment-preview file passes all 134 tests; vp run check:changed origin/sync/upstream-2026-11-01 --concurrency 1 passes (format, lint, knip, all 40 affected typechecks, 135 selected tests). Normal push verified against remote head. Awaiting new CI before the authorized merge.
