Adds the upstream
rhysd/actionlintpre-commit hook at the pinned v1.7.12 commit. It checks files under.github/workflows/through the repository's existing Prek workflow. The optional ShellCheck/Pyflakes integrations are disabled for consistent results across the macOS, Linux, and Windows matrix; the repository's existing lint hooks remain in place.Validation:
prek run actionlint --all-filespassed. I also ran the verified v1.7.12 release binary against every current workflow and checked the diff for whitespace errors.
