[FEA]Drop Spark 3.2.x support #13750

Is your feature request related to a problem? Please describe.
We plan to drop Spark 3.2.x support in 26.02.
We have supported a long list of Spark versions and Spark 3.2.x has been 2~4 years ago.
Describe the solution you'd like
We can stop the build and test on Spark 3.2.x, but keep the code remaining in the repo for a while so that if anyone wants to run with Spark 3.2.x, it still can be built out for 32x.
Additional context
The Spark 330+ will be supported continuously.
