CI: Upload wheels to release artifacts

In light of recent incident, we would like to back up all publicly released wheels. GitHub release artifacts seems to be a decent, widely used solution in the community.

We already have a .github/workflows/release-upload.yml workflow for uploading the tarball checksum as a text file. We just need to extend this workflow for also uploading wheels.

to download the release wheels for the archiving purpose. We might want to do a little refactor to ensure the same logic is shared between release.yml and release-upload.yml. maybe adding a small bash script to the root ci directory?
