chore(miner): final cleanup once all packages/loopover-miner TypeScript migration batches land

Problem

#7290 phased the packages/loopover-miner .js -> TypeScript migration into #7299 (Phase 1: build
pipeline) plus 17 batch issues (#7300-#7316, Phases 2-4) covering every remaining file. This issue
is the final closing deliverable once all of those have landed.

Deliverables

• Confirm zero hand-maintained .d.ts files remain anywhere in packages/loopover-miner/lib or bin
• packages/loopover-miner is 100% real, compiler-verified TypeScript, closing the drift gap
  chore(miner): migrate packages/loopover-miner from plain .js + hand-maintained .d.ts to real TypeScript #7290 was filed to fix

Boundaries

• Blocked on every batch issue (chore(miner): migrate leaf-most, lowest-fan-in utility packages/loopover-miner/lib modules to TypeScript (batch 2.1 of 5 (Phase 2)) #7300-chore(miner): migrate foundational, highest-fan-in packages/loopover-miner/lib modules to TypeScript (batch 4.8 of 8 (Phase 4, convert last -- highest fan-in in the whole package)) #7316) landing first -- this is a verification/closing pass,
  not conversion work of its own.
