Parent roadmap: #525

Goal

Make the Gittensory CI indispensable to maintainers by going beyond the single in-place PR comment + block gate. Add rich, low-noise GitHub Checks, a real quality dashboard, cross-repo federation, advisory reviewer routing, and a public-safe README badge — all gittensor-native intelligence a generic AI reviewer cannot compute. Everything ships off/advisory by default and stays quiet unless there is a real signal.

• A blocked PR has a maintainer-authorized appeal/override path; every new surface respects the public-output safety suite.

Cross-cutting acceptance criteria

Inherits the wave criteria (#525). Only Gittensory Gate is ever a required check; annotations live on the non-required Gittensory Context check.
